On December 17, the Ministry of Industry and Information Technology held a press conference to introduce the Action Plan for the Optimization and Upgrading of Raw Materials Industry (2025-2027), as well as the measures and results to promote the high-quality development of raw materials industry.
The Party Central Committee attaches great importance to the development of raw material industry. General Secretary Xi Jinping emphasized that "materials are the foundation of manufacturing industry", "great efforts should be made to promote the optimization and upgrading of traditional industries such as iron and steel, non-ferrous metals, petrochemicals, chemicals and building materials", "new materials industry is a strategic and basic industry, as well as a key area of high-tech competition, so we should catch up and catch up". The
recent Central Economic Work Conference emphasized that we must coordinate the relationship between fostering new kinetic energy and renewing old kinetic energy, and develop new productive forces according to local conditions. The raw material industry includes key industries such as petrochemical industry, iron and steel, non-ferrous metals and building materials, accounting for nearly 30% of the added value of the industry. It is a key area for the optimization and upgrading of traditional industries, as well as a key area for the development of new quality productivity according to local conditions. Since the 18th National Congress of the
Communist Party of China, the Ministry of Industry and Information Technology has thoroughly studied and implemented the spirit of General Secretary Xi Jinping's important speech and instructions, fully implemented the decision-making and deployment of the Party Central Committee, and worked with all parties to promote the optimization and upgrading of the raw material industry, which has achieved remarkable results and entered a new stage of development from big to strong.
First, the level of technology and equipment has been greatly improved. Ten million tons of oil refining, one million tons of ethylene, one million tons of aromatics and other major complete sets of technology and equipment to achieve self-control. The technology, design and construction, equipment manufacturing, operation and management of the whole industrial chain of the 10 million-ton modern iron and steel enterprises are in the forefront of the world, the low-carbon metallurgical technology is in the lead in the world, and the first pure hydrogen metallurgical pilot line in the world has realized the whole process. Cement and flat glass technology and equipment are leading in the world, with an international market share of over 70%. The production capacity of international advanced aluminium electrolysis cells above 500KA accounts for more than 40%.
Second, the process of green intelligent transformation is accelerating. Compared with the end of the 13th Five-Year Plan, the energy consumption and sulfur dioxide emissions per ton of steel in the building materials industry decreased by 10% and 74% respectively. The comprehensive AC power consumption of electrolytic aluminium is 700 kWh per ton lower than world average level. The production capacity of 830 million tons of crude steel has been transformed into ultra-low emission in the whole process or key processes. The numerical control rate of key processes in raw material industry exceeded 75%, which was 10 percentage points higher than that at the end of the 13th Five-Year Plan, and the target of the 14th Five-Year Plan was fulfilled ahead of schedule. A total of 184 state-level intelligent factories have been built in the field of raw materials.
The three is the continuous optimization of structural layout. The refining capacity of the three major industrial agglomeration areas around the Bohai Sea, the Yangtze River Delta and the Pearl River Delta accounted for 70%. 708 chemical industry parks have been built and approved, accounting for more than 70% of the output value of the petrochemical industry. More than 9 million tons of electrolytic aluminium production capacity has been transferred to clean energy-rich areas in an orderly manner. The strength of enterprises is growing, with 45 raw material enterprises listed in Fortune Global 500, accounting for nearly 40% of the global raw material enterprises; 220 raw material enterprises listed in China's top 500, accounting for 44%; and more than 3000 specialized, special and new "Little Giant" enterprises have been cultivated.
Fourth, the new material industry has accelerated its development. The scale of the industry has been growing, and the output value has increased from 5 trillion yuan at the end of the 13th Five-Year Plan to 7.6 trillion yuan in 2023, with an average annual growth rate of about 15%. A number of new materials such as steel for 630 ultra-supercritical thermal power units have been launched globally, a number of high-end fine chemicals such as electronic-grade phosphoric acid have achieved major breakthroughs, and the support level of major equipment and major engineering materials such as large aircraft, aero-engines, integrated circuits and nuclear power has been greatly improved.
While seeing the achievements, we are also soberly aware that, compared with the requirements of high-quality development and the target task of promoting new industrialization, there is still a big gap in the raw material industry, which is mainly manifested in the coexistence of low-end surplus and high-end shortage, the pressure of green transformation, the lack of in-depth application of digital technology integration, and the task of optimization and upgrading is still arduous.
Standards play a fundamental and leading role in the development of raw material industry. At the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, it was proposed that the upgrading of national standards should lead the optimization and upgrading of traditional industries, and that enterprises should be supported to upgrade traditional industries with digital and intelligent technologies and green technologies. In order to carry out the reform tasks put forward at the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, the Ministry of Industry and Information Technology, together with relevant departments, has formulated the Action Plan for the Optimization and Upgrading of Raw Materials Industry under the Guidance of Standard Upgrading, which takes the construction of the standard system as the entry point and the starting point, plays the role of the standard "baton", and promotes the optimization and upgrading of raw materials industry. Leading the development of high-end supply, rationalization of structure, greening of development, digitalization of industry and security of system in raw material industry. In the next step, we will work with relevant departments, regions and industry organizations to strengthen work coordination, strengthen guidance services, firmly promote the implementation of the tasks of the action plan and achieve practical results, promote the effective improvement of the quality and rational growth of the raw material industry, and build a solid support for the development of new quality productivity, the promotion of new industrialization and the acceleration of the construction of a strong manufacturing country.
