Recently, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Emergency Management and the National Standardization Management Committee jointly issued the Action Plan for the Optimization and Upgrading of Raw Materials Industry (2025-2027) (hereinafter referred to as the Action Plan). In order to implement the Action Plan, the responsible persons of the relevant departments of the Ministry of Industry and Information Technology interpret the relevant contents of the Action Plan as follows:
I. What is the background of the Action Plan?
The Party Central Committee attaches great importance to the development of raw material industry. General Secretary Xi Jinping emphasized that "materials are the foundation of manufacturing industry", "great efforts should be made to promote the optimization and upgrading of traditional industries such as iron and steel, non-ferrous metals, petrochemicals, chemicals and building materials", "new materials industry is a strategic and basic industry, as well as a key area of high-tech competition, so we should catch up and catch up". In recent years, the optimization and upgrading of raw material industry has achieved remarkable results, the level of technology and equipment has been greatly improved, the process of green intelligent transformation has been accelerated, the structure and layout have been continuously optimized, and the new material industry has accelerated its development and entered a new stage of development from big to strong. However, compared with the requirements of high-quality development and the target task of promoting new industrialization, there is still a big gap in the raw material industry, which is mainly manifested in the coexistence of low-end surplus and high-end shortage, the pressure of green transformation, the lack of in-depth application of digital technology integration, and the arduous task of optimization and upgrading.
Standards play a fundamental and leading role in the development of raw material industry. The Third Plenary Session of the Twentieth Central Committee of the Communist Party of China put forward the idea of "upgrading national standards to lead the optimization and upgrading of traditional industries, and supporting enterprises to upgrade traditional industries with digital and intelligent technologies and green technologies". In order to carry out the major reform tasks of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, the Ministry of Industry and Information Technology, the Ministry of Ecological Environment, the Ministry of Emergency Management and the National Standardization Management Committee jointly issued the Action Plan, taking the construction of the standard system as the entry point and the starting point, giving full play to the role of the standard "baton", and promoting the standardization of the whole country. Leading the development of high-end supply, rationalization of structure, greening of development, digitalization of industry and security of system of raw material industry will build a solid support for the development of new quality productivity, the promotion of new industrialization and the acceleration of the construction of a strong manufacturing country.
2. What are the overall considerations of the Action Plan?
The Action Plan implements the spirit of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, implements the decision-making and deployment of the Party Central Committee and the State Council on the raw material industry, and defines the objectives, tasks and key projects of standardization work in the field of raw materials under the guidance of "fast, excellent and strong" standards. First, we should adhere to policy coordination and strengthen standard guidance. Focus on the implementation of raw material industry development plan, carbon peak implementation plan, digital transformation plan, etc., promote the deployment and implementation of standards and strategies, planning and policies, closely coordinate standardization work with industry management, and transform from standard support to standard guidance. The second is to serve the needs of transformation and improve the quality of standard supply. Focusing on digital transformation, green low-carbon development and the growth of new material industry, we will accelerate the development of key urgently needed standards and lead industrial innovation and development. Focusing on the safety of personal health, life and property, and the safety of ecological environment, we should speed up the development of mandatory national standards and enhance the ability to protect the bottom line. Third, improve the working mechanism and give full play to the effectiveness of standard implementation. Establish and improve the coordination mechanism of raw material industry standardization work, improve the working system of "lack of standards to supplement standards, low standards to raise standards, excellent standards to transfer standards, and standards to implement standards", strengthen the promotion of standards and the evaluation of implementation effect, and guide enterprises to implement relevant standards in the whole process of R & D, production and management.
III. What are the main objectives of the Programme of Action?
The Action Plan proposes that by 2027, the standard system leading the raw material industry to higher quality, better efficiency, better layout, greener and safer development will be gradually improved, the standard working mechanism will be more sound, and the standard technology level of promoting the deep transformation and upgrading of traditional industries and the innovative development of new material industries will continue to improve. First, the standard system is more optimized. Complete the standard evaluation and optimization of petrochemical, chemical, iron and steel, non-ferrous metals, building materials, rare earth, gold and other industries, and build a standard system to support the high-quality development of raw materials industry in different industries. Second, the standard supply capacity has been greatly improved. More than 200 digital transformation, more than 100 new materials and more than 100 green low-carbon standards have been issued and implemented, and more than 10 mandatory national standards have been promoted. More than 500 basic general and quality improvement standards have been revised. Third, the implementation and application of standards are deepening. Facing the key areas of raw materials such as digital transformation, green low-carbon, new materials and so on, more than 300 excellent cases of standard application and more than 100 typical scenarios are selected.
4. How to deploy standardization work in the Action Plan around key areas such as digital transformation, green low-carbon and new materials?
Firstly, focusing on high-end development, the Action Plan focuses on the key industrial chains of manufacturing industry, strengthens the coordination between upstream and downstream, formulates a number of advanced basic material standards with strong versatility, promotes the transformation of a number of innovative achievements into key strategic material standards, and focuses on the key development guidance catalogue of frontier material industrialization to carry out the development of frontier new material standards. We will implement the "New Material Standard Innovation Project" and issue and implement more than 100 standards in the field of new materials by 2027.
Secondly, focusing on the intelligent development, the Action Plan is based on the process characteristics of the raw material industry, focusing on the development needs of R & D and design, production and manufacturing, management, data security and equipment intellectualization, and deploys the revision tasks of standards related to the deep integration of digital technology and raw material industry. We will implement the "Digital Standards Upgrading Project" and issue and implement more than 200 digital transformation standards by 2027.
Thirdly, focusing on green development, the Action Plan focuses on low-carbon technologies, developing technical standards such as electric furnace short process steelmaking, hydrogen metallurgy, green power-green hydrogen-petrochemical coupling, focusing on carbon emission reduction, developing standards such as carbon emissions in key industries and carbon footprint accounting methods for key products; Focus on green manufacturing, develop product standards such as green building materials, bio-based materials and evaluation standards for green parks and green factories. We will implement the "Green Standard Upgrading Project" and issue and implement more than 100 green low-carbon standards by 2027.
5. What safeguards are needed for the landing of the Action Plan?
The Action Plan proposes three safeguards. One is to strengthen organizational leadership. Strengthen the connection between upstream and downstream and work coordination, improve the technical organization and cooperation system of raw material industry standardization, study and establish the overall mechanism of new material standardization, and solve the problems in standard revision and implementation in a timely manner. Industries, localities and enterprises should strengthen cooperation and work together to promote the implementation of tasks. The second is to increase investment in resources. Promote scientific research and industrialization projects to increase support for standard research in the fields of digital transformation, green low-carbon, new materials, quality and safety. We will support local governments to intensify standardization efforts, encourage key enterprises to increase investment in standardization-related funds, and actively guide social capital to converge in the field of standardization. Third, strengthen the construction of talents. To cultivate a group of compound standardization talents who understand both industry and standards and have a global perspective. Improve the standardized personnel training system. Standardization research institutions are encouraged to actively introduce high-end talents in the field of raw materials standardization. Support enterprises to bring standardized talents into the scope of professional ability evaluation and incentive. Establish an expert database for standardization work.
