Produce according to the registered production capacity! Sichuan publicly solicits detailed rules for the implementation of normal peak staggering production in the cement industry

On April 24, the Sichuan Provincial Department of Economy and Information Technology issued a public announcement on soliciting opinions and suggestions on the Detailed Rules for the Implementation of Normalized Peak-staggering Production Management in Sichuan Cement Industry (Draft for Public Consultation). The

draft clearly States that these rules are applicable to all kinds of cement clinker production lines in Sichuan Province. Cement clinker production lines that produce special cement

throughout the year, cement clinker production lines that use carbide slag as the only calcareous raw material, cement clinker production lines that co-dispose of waste, and cement clinker production lines that dispose of more than 6% (inclusive) of hazardous waste per day. After reporting to the Department of Economy and Information Technology and the Department of Ecological Environment for approval, it will be exempted from peak staggering production. The "capacity" in the

detailed rules refers to the filing (approval) capacity applied for approval by cement clinker production enterprises. The

draft clearly requires in the peak-shifting task that the annual peak-shifting production benchmark task is 140 days + X days for each cement clinker production line (X is the number of days of kiln shutdown adjusted in real time according to factors such as environmental protection, energy consumption, carbon reduction and environmental sensitive period). The

draft also clearly points out that cement clinker production enterprises organize production according to the registered production capacity, formulate peak-staggering production plans according to the requirements, and do a good job of peak-staggering production. Report the implementation of clinker production and peak staggering production to the local economic, information and ecological environment authorities on a quarterly basis, and copy the relevant information to the Provincial Cement Association.
