Recently, the Building Materials Industry Association of Jilin Province issued the Proposal on Strengthening the Self-discipline of the Cement Industry and Preventing the Involution of Vicious Competition, which includes the following four points: 1. All member units and cement enterprises: Since the beginning of

this year, the demand for cement in Jilin Province has fallen sharply, and the contradiction between supply and demand has been extremely prominent, which has seriously affected the stable operation and healthy development of the regional market, and the industry is facing unprecedented pressure and severe challenges. At the meeting of the Political Bureau of the Central Committee of the Communist Party of China on July 30, 2024, the important deployment of "strengthening industry self-discipline and preventing involution and vicious competition" was made. In order to fully implement the spirit of the meeting of the Central Committee of the Communist Party of China and promote the ecological and healthy development of the cement industry in our province, the following proposals were issued to the cement groups and enterprises in our province:

First, strengthen industry self-discipline and resolutely resist the vicious competition of involution.

Industry self-discipline is the key to maintaining market order. The vicious involution competition caused by low-price dumping for market share has seriously damaged the fair market competition environment, affected the sustainable and stable operation of the industry, and has a negative impact on the healthy development of society and enterprises. The Provincial Building Materials Association advocates that enterprises in the industry should establish a sense of fair competition, abide by market rules, maintain good order in the industry, and resolutely resist unfair competition. At the same time, enterprises in the industry should strengthen their own construction, pay attention to technological innovation and brand building, and improve the quality of products and services, so as to improve the core competitiveness of enterprises.

2. Firmly implement off-peak production to alleviate the pressure of overcapacity

. Off-peak production is still the most effective measure to improve the serious contradiction of overcapacity in the industry. The Provincial Building Materials Association will strictly follow the decision-making plan of "Strengthening the Monitoring and Early Warning of Building Materials Industry Output and Promoting the Normalization of Cement Staggered Peak Production" issued by the State Council in the Action Plan for Energy Conservation and Carbon Reduction from 2024 to 2025, and implement the Notice on Further Perfecting the Normalization of Cement Staggered Peak Production issued by the Provincial Office of Industry and Information Technology and the Provincial Department of Ecology and Environment. According to the market demand, the cement groups and enterprises should consciously and actively implement the specific peak-staggering production plan at each stage, accept industry supervision, effectively realize the precise and rigid peak-staggering production, and improve the operation efficiency of enterprises by reducing resource consumption, ineffective supply and inventory backlog.

III. Member units take the lead in setting an example and play a leading role.

Member units should stand at the height of the development of the cement industry in the whole province, upgrade the pattern and take the lead in setting an example, strengthen their responsibilities in reducing production capacity, reducing production and maintaining market order and price stability, provide correct business orientation for the cement industry, and other enterprises should also respond positively and follow up to jointly maintain the order of the industry.
