Peak-shifting time:
Peak-shifting time in non-heating season: According to the opinions on peak-shifting production of cement clinker enterprises in the whole province, In the non-heating season (spring, summer and autumn), the number of peak-shifting production in each area shall not be less than four times, and the peak-shifting production time shall not be less than 80 days . heating season: from November 15, 2024 to March 15, 2025 (120 days)
Implementation scope: peak-shifting production shall be carried out for all cement clinker production lines. The production line undertaking the residential heating task shall make up the peak-shifting time during the non-heating season and non-peak-shifting production period; the enterprises involved in the disposal of hazardous wastes shall implement peak-shifting production, and the production line with the task of co-disposal of municipal solid waste throughout the year may not carry out peak-shifting production in the heating season, but the cement production load shall be reduced appropriately (the relevant supporting materials shall be reported to the provincial association).
The Plan calls for the implementation of classified guidance, regional linkage and differential control in peak staggering production, and the overall promotion of normalized peak staggering production. Enterprises that postpone the opening of kilns after the completion of peak-shifting production during the heating period or need to adjust the peak-shifting production time due to other special reasons shall submit a written application, which shall be submitted to the provincial association for approval and approval one week in advance, and other independent kilns that are not within the prescribed time period shall not be included in the peak-shifting production time that should be completed. The total number of peak-shifting production days shall be subject to the actual completion days of each clinker production line. If there are two or more clinker production lines between enterprises or enterprises, the peak-shifting shutdown between each other or between production lines shall not be included in the completed number of peak-shifting production.
The Plan clearly States that for enterprises that do not strictly implement the rules and regulations, do not keep their promises and do not carry out peak-staggering production, the cumulative system will be implemented annually, and the leading group of the Provincial Association will take four measures in turn, namely, notification, reminder, reminder talks, and submission to the Provincial Department of Industry and Information Technology or the Provincial Department of Ecological Environment for interviews. If the circumstances are serious, the provincial administrative department will restrict the transaction of its production line as a capacity replacement index in accordance with the relevant provisions of the state, and incorporate it into the list of cement clinker production lines in Shanxi Province and the bad grade of the provincial environmental credit evaluation management system. At the same time, the association will propose to cancel its qualifications to declare green factories, energy efficiency leaders, honest enterprises and excellent enterprises in the industry.
