Recently, the Department of Ecology and Environment of Guizhou Province publicly solicited opinions and suggestions on the Implementation Plan of the Action for Continuous Improvement of Air Quality in Guizhou Province (Draft for Opinions).
Among them, the main contents related to the cement industry are as follows:
the new reconstruction and expansion projects strictly implement the relevant requirements of national industrial planning, industrial policy, ecological environment zoning management and control scheme, planning environmental assessment, project environmental assessment, energy conservation review, capacity replacement, total amount control of key pollutants, regional reduction of pollutant discharge, carbon emission peak target, etc. In principle, clean transportation shall be adopted. For projects involving capacity replacement, new projects can be put into operation only after the replaced capacity and its supporting facilities are shut down simultaneously. We will resolutely stop projects with high energy consumption, high emissions and low levels that do not meet the requirements.
Continue to promote normal cement peak staggering production.
It is strictly forbidden to add new production capacity in the cement industry in violation of regulations, and to promote the concentration of the cement industry. Support Southwest Cement , Conch Cement and other enterprises to merge and reorganize small and medium-sized cement enterprises in the province through capacity replacement. The proportion of bulk goods in
thermal power, iron and steel, coking, coal, non-ferrous metals, cement and other industries transported by clean means such as railways, waterways, new energy or six national trucks will reach about 70%.
We will accelerate the transformation of ultra-low emissions in the iron and steel industry and implement the transformation of ultra-low emissions in the cement and coking industries in an orderly manner. After the transformation, under the condition that the reference oxygen content is 10%, the hourly average emission concentration of particulate matter, sulfur dioxide and nitrogen oxides in the waste gas of the cement kiln and the waste heat utilization system at the kiln tail is not higher than 10mg/m ³, 35mg/m ³ and 50mg/m ³ respectively.
