Basu Conch Cement Co., Ltd. (Hereinafter referred to as Basu Conch) intends to supplement 150000 tons of cement clinker production capacity by means of reduction and replacement. According to the Guiding Opinions of the State Council on Resolving the Serious Contradiction of Overcapacity (Guofa [2013] 41), the Notice of the Ministry of Industry and Information Technology on Issuing the Implementation Measures for Capacity Replacement in Cement and Glass Industry (Ministry of Industry and Information Technology [2021] 80) and the relevant documents. The proposed capacity replacement plan is as follows:
Basic information of the construction project:
Basu Conch Cement Co., Ltd. was established on April 23, 2018 with a registered capital of 827.5 million yuan. The company is located in Xiba Village, Baima Town, Basu County, Changdu City. Basu Conch has built and put into operation a 2500 t/d new dry process clinker line (with an approved annual clinker production capacity of 750,000 tons) in August 2020, with a kiln diameter of Φ4.3 * 64 m. The capacity of cement clinker corresponding to the kiln diameter is 3,000 t/d (900,000 t/a), and the capacity of cement clinker corresponding to the construction kiln diameter exceeds the registered capacity by 150,000 t/a. In April 2022, the Fourth Eco-environmental Protection Supervision Group of the Central Committee carried out an eco-environmental protection inspection in the Tibet Autonomous Region, during which it was pointed out that there was a problem of "building a large number of small conches" in Basu Conch. In order to thoroughly rectify the problem of "approving small projects to build large ones" and ensure the construction needs of major national projects in eastern Tibet, with the approval of the People's Government of the Tibet Autonomous Region, it is proposed to reduce and replace 150000 tons of cement clinker production capacity from outside the region to make up for the excess production capacity of Basu Conch.
