Recently, Yunnan Provincial Department of Ecology and Environment, Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Finance and Provincial Department of Transportation jointly issued the "Yunnan Cement Industry Ultra-low Emission Reform Plan".
The Transformation Plan focuses on fulfilling the objectives and tasks assigned by the state with high quality and consolidating the excellent foundation for the continuous maintenance of air quality in Yunnan Province. It sets up four parts, namely, objectives and requirements, key tasks, policy measures and implementation guarantees. The main contents include:
First, defining the stage objectives and overall objectives. According to the requirements of the Implementation Plan for Continuous Improvement of Air Quality in Yunnan Province, by the end of 2025, the province has made remarkable progress in ultra-low emission of cement, striving to complete the transformation of organized and unorganized ultra-low emission of 50% cement clinker and coking capacity; By the end of 2028, the province will strive to complete the transformation of 80% of its production capacity into ultra-low emissions.
The second is to fully implement the ultra-low emission requirements. In terms of organized emission, the emission of particulate matter, sulfur dioxide and nitrogen oxides in the cement industry has reached the ultra-low emission level of coal-fired power units; in terms of unorganized emission, under the condition of ensuring safety, cement and coking enterprises have taken sealing and sealing measures to ensure that there is no visible smoke and dust escaping from dust-producing points and production facilities. In terms of clean transportation, clean transportation modes such as railways, waterways, pipelines, tubular bag conveyors and belt corridors should be promoted.
Third, implement the main responsibility of enterprises. On the basis of the National Implementation Opinions, it is clear that cement and coking enterprises should comprehensively identify and judge the current situation of treatment, rationally select the technical route of transformation, strictly control the quality of the project, and complete the transformation task with high quality. The cement group company in Yunnan and the large coking enterprise group should play an exemplary role and strive to complete ahead of schedule.
Fourth, vigorously promote key tasks. Optimizing and adjusting the industrial structure, promoting the transformation of ultra-low emissions of existing enterprises in an orderly manner, promoting coordinated pollution reduction and carbon reduction, and strengthening the fine environmental management of the whole process, so as to promote the green and low-carbon development of cement and coking in the whole province, and help to fight the battle of defending the blue sky and continuously improve the air quality.
Fifth, strengthen the incentive mechanism. On the basis of the National Implementation Opinions, it is clear to implement peak-shifting production in the cement industry according to the progress of ultra-low emission; cement and coking enterprises that have completed A-level performance evaluation can take independent emission reduction measures during the warning period of heavy pollution weather; The central special fund for air pollution prevention and control gives priority to supporting ultra-low emission renovation projects with reasonable technical routes, mature and applicable environmental protection technologies, and implemented according to the renovation time limit plan.
