Recently, many provinces and regions have published the list of cement clinker production lines by the end of 2023. There are two JT kilns in the list of one province. It is marked as "in production" in the column of list operation status (in production, out of production, under construction). Mark "No change" in the column of changes.
Let's start with "in production". According to the Catalogue of Guidance for Industrial Structure Adjustment (2019 edition), the cement shaft kiln belongs to the obsolete backward production process equipment and should be eliminated immediately. The 2019 edition shall come into force on January 1, 2020. By the end of 2023, the two JT kilns had not been eliminated and were still in production for four years.
At present, according to the Catalogue of Guidance for Industrial Structure Adjustment (2024 edition), which came into effect on February 1, 2024, cement shaft kilns belong to the obsolete backward production process equipment, which should be explicitly eliminated or immediately eliminated by the national industrial policy. The document clearly States that investment is prohibited for elimination projects. All regions, departments and relevant enterprises should take effective measures to eliminate them within the prescribed time limit. The local people's governments at all levels and the relevant departments shall, in accordance with the relevant laws and regulations of the State, order the enterprises that fail to eliminate their production processes, technologies, equipment and products on schedule to stop production or close down, and take appropriate measures to place their personnel and maintain the safety of the credit assets of financial institutions. If their products are subject to production license management, the relevant departments shall revoke their production licenses according to law; The environmental protection administrative department shall revoke its pollutant discharge permit, and the power supply enterprise shall stop power supply according to law. For those who violate the regulations, the persons directly responsible and the relevant leaders shall be investigated for their responsibilities according to law.
Therefore, these two JT kilns should not be in the "production" state of operation, how can they still be "in production"?
Besides, "no change". To determine whether there is any change in the production line is to compare the current list with the previous list. After investigation, in the list of production lines of cement clinker industry in the province published last year as of December 31, 2022, the two JT kilns were marked as "shutdown" in the remarks column (Note: there are no two columns of operation status and changes in the list published this year in the list published last year).
The last listing was marked as "discontinued" and this listing is marked as "in production". There is a difference between production and production! How can it be "no change" when the production line that has been explicitly eliminated is changed from shutdown to production? Confused
