The Implementation Measures specify that new cement clinker production lines located in key areas of national air pollution prevention and control or in provinces where the average capacity utilization rate of cement clinker is less than 50% in the previous three years shall not be replaced from other provinces in principle. . No province has a new dry process clinker capacity utilization rate below 50% for three consecutive years from 2021 to 2023, and Tianjin has a capacity utilization rate below 50% for two consecutive years from 2022 to 2023.

Especially in Henan and Tianjin, the utilization rate of clinker production capacity has been less than 50% in 2023, and this situation will probably continue in 2024.
