Recently, the National Development and Reform Commission and the Ministry of Finance issued a circular on "Several Measures to Strengthen Support for Large-scale Equipment Renewal and Consumer Goods Replacement", arranging about 300 billion yuan of ultra-long-term special treasury bond funds as a whole to support large-scale equipment renewal and consumer goods replacement.
The document proposes to support the scrapping and renewal of old operating trucks. We will support the scrapping of operating diesel trucks with national emission standards of three or below, and accelerate the renewal of low-emission trucks. Scrapping and renewal of qualified trucks, with an average subsidy of 80,000 yuan per vehicle; renewal of qualified trucks without scrapping, with an average subsidy of 35,000 yuan per vehicle ; Only old operating diesel trucks are scrapped in advance, with an average subsidy of 30000 yuan per vehicle. Clean and low-carbon transformation and development of
transportation is the general trend. At present, in the field of short-distance transportation, traditional fuel and gas vehicles still occupy a dominant position, and their exhaust emissions cause tremendous pressure on the environment. Promoting the low-carbon transformation of transportation equipment is not only a strong support for the "double carbon" action, but also helps to enhance the overall efficiency and competitiveness of the transport industry. The Action Plan for Continuous Improvement of Air Quality issued by the State Council in November
2023 proposed to vigorously develop the green transport system and accelerate the improvement of the clean level of motor vehicles. Promote new energy medium and heavy trucks in thermal power, iron and steel, coal, coking, non-ferrous metals, cement and other industries and logistics parks, and develop zero-emission freight fleets. The Action Plan for Continuous Improvement of Air Quality in Zhejiang Province
recently issued by Zhejiang Province also proposes to optimize the traffic structure, increase the proportion of clean transportation, and vigorously promote clean transportation in key areas. New reconstruction and expansion projects in iron and steel, cement , thermal power (including thermal power), non-ferrous metals, petrochemical, coal chemical and other industries should adopt clean transportation or vehicles with national emission standards of six or above, and implement the installation of access control system for transport vehicles.
On July 24, Shu Junlong, a third-level researcher from the Atmospheric Department of the Department of Ecology and Environment of Zhejiang Province, pointed out at the "Training Conference on Ultra-low Emission Transformation and Assessment and Monitoring of the Cement Industry in Zhejiang Province and the Exchange Conference on High-quality Development of the Cement Industry" that by 2025, Zhejiang Province will be able to achieve the goal. More than half of the production capacity of the cement clinker industry should realize the clean transportation of bulk goods or the transportation of vehicles with national emission standards of six or above, and all of them should realize the clean transportation of bulk goods or the transportation of vehicles with national emission standards of six or above by 2027.
The introduction of "Several Measures to Support Large-scale Equipment Renewal and Consumer Goods Replacement" will further promote the formation of a clean and low-carbon green transport service system in the cement industry.
On July 25, the National Development and Reform Commission held a special press conference in Beijing to introduce the relevant information of "Several Measures to Support Large-scale Equipment Renewal and Consumer Goods Replacement". At the meeting, Zhao Chenxin, deputy director of the National Development and Reform Commission, said that about 150 billion yuan of funds to support the replacement of old consumer goods with new ones and the first batch of about 50 billion yuan of funds to support equipment renewal would be issued in the near future. At the same time, a new batch of equipment renewal projects will be declared and audited, and about 300 billion yuan of funds will be issued by the end of August.
