Recently, the Shaanxi Provincial Department of Industry and Information Technology and the Shaanxi Provincial Department of Ecology and Environment jointly issued the Notice on Normalized Peak-Staggered Production of Cement Industry in 2024-2025. All cement clinker production lines in Shaanxi Province are required to carry out peak staggering production in heating season (100 days) from December 1, 2024 to March 10, 2025; In the non-heating season, support the provincial cement association to take the lead, combine with the actual situation of market supply and demand and environmental protection in Shaanxi Province, fully consult with the clinker production enterprises, appropriately increase the number of days of peak staggering production, and ensure the smooth progress of normal peak staggering production throughout the year.
(1) During the period of peak-staggering production, due to the need of emergency response to heavily polluted weather and the guarantee of major government activities, the shutdown time shall be included in the peak-staggering shutdown time according to the requirements of the local government.
(II) Within the same plant area, on the premise of not lowering the requirements for peak-shifting production, it is allowed to replace and adjust the peak-shifting production plan between different production lines; the cement clinker production lines in different plant areas shall not replace and adjust the peak-shifting production plan.
(3) If the cement clinker production enterprises reach the A-level performance evaluation of key industries in heavily polluted weather, the cement clinker production lines can independently carry out peak staggering production. The Group will circulate a notice of criticism on the dereliction of duty such as fraud, arbitrary flexibility and slack work
in peak-shifting production; for the production lines that fail to implement peak-shifting production according to regulations, the Group will suspend the trading of production lines as capacity replacement indicators within two years.
