Zhejiang Province; Li Jian, associate researcher of Chinese Academy of Environmental Sciences; Ni Wuzhong, director and senior engineer of Technical Verification Department of Zhejiang Eco-environment Low-carbon Development Center; Zhou Rong, professor-level senior engineer of Zhejiang Eco-environment Group; Yao Jixin, president of Zhejiang Cement Association; Yao Hairong, Vice President and Secretary General of Zhejiang Cement Association, Shao Jun, Chairman of China Cement Network and other leaders and guests from the industry, associations, cement and upstream and downstream enterprises participated in the conference to discuss and analyze the practice path of ultra-low emission in the cement industry and promote the industry to move towards a future of higher energy efficiency and greener environmental protection.
The meeting was chaired by Yao Hairong, Vice President and Secretary-General of Zhejiang Cement Association. Shu Junlong, a third-level researcher of the Atmospheric Department of the Department of Ecology and Environment
of Zhejiang Province, delivered an important speech. He said that we should fully understand the significance of the ultra-low emission transformation of the cement industry. The total amount of pollutants and carbon emissions in the cement industry is in the forefront of the industrial sector, and the environmental benefits of the ultra-low emission transformation of the cement industry are obvious. Compared with the whole country, the ultra-low emission work of cement industry in Zhejiang Province started early and has a good foundation, but there are also some outstanding problems: first, some cement enterprises have not implemented the emergency measures for heavily polluted weather, or even overproduced production; second, the approved construction is inconsistent, and the production capacity is exceeded in violation of regulations; third, there are many problems in daily environmental management.
Shu Junlong requests that the cement enterprises in the whole province should conscientiously and timely complete the ultra-low emission work in the cement industry, and clarify the requirements for rectification tasks, such as: by 2025, complete the integration and withdrawal of no less than 8 clinker production lines of 2500 tons per day or less ; By 2025, more than half of the production capacity of the cement clinker industry will realize the clean transportation of bulk goods or the transportation of vehicles with national emission standards of six or above. Shu Junlong appealed that we should give full play to the main responsibility of enterprises, rectify the problems of central environmental protection supervision, and complete the evaluation, monitoring and publicity of the whole process of ultra-low emission transformation as soon as possible. Li Jian, an associate researcher at the
Chinese Academy of Environmental Sciences, shared the Interpretation of Cement Ultra-low Emission Transformation and Assessment and Monitoring Policy. He said that cement ultra-low emission is the requirement of implementing the construction of beautiful China. Ten provinces and cities in key regions should complete the organized ultra-low emission transformation of 121 production lines with a capacity of about 250 million tons; About 550 million tons of production capacity of 355 production lines have been transformed into ultra-low emission without organization. CNBM, Conch and BBMG (including Jidong) Cement Group have completed the organized ultra-low emission transformation of 83 production lines with a capacity of about 120 million tons, and the unorganized ultra-low emission transformation of about 460 million tons.
Li Jian explained in detail the main contents of the "Opinions on Ultra-low Cement" and the requirements of the "Guidelines for Assessment and Monitoring", and put forward suggestions: first, to co-ordinate the transformation of ultra-low emissions and pollution reduction and carbon reduction; second, to obey the quality of time and complete the transformation with high quality; third, enterprises should strictly carry out assessment and monitoring according to the requirements. Ni Wuzhong, Minister of Technical Verification and Senior Engineer of
Zhejiang Eco-environmental Low Carbon Development Center, brought a brilliant report on the interpretation of the differences between ultra-low emission of cement in Zhejiang Province and national policies and the requirements for transition. He pointed out that up to now, 17 cement enterprises have completed the task of ultra-low emission phase I transformation and evaluation and monitoring of Zhejiang cement industry, and have been publicized on the website of Zhejiang Cement Association, including 8 clinker production enterprises and 9 independent grinding station enterprises.
Ni Wuzhong introduced in detail the interpretation of the policy differences between Zhejiang Province and the state, and said that enterprises should implement ultra-low emission transformation with high quality and carry out assessment and monitoring step by step in line with the principle of steady progress and time obeying quality; Enterprises should focus on strengthening the standardization of continuous emission monitoring system (CEMS) and manual monitoring sampling point layout, ammonia escape in denitrification process, material transportation and other weak links; enterprises that are considered to achieve ultra-low emissions by evaluation and monitoring should be included in the dynamic management list, and differential management should be implemented. Zhou Rong, a professor-level senior engineer of
Zhejiang Eco-environment Group, shared the Key Technologies of Air Pollutant Emission Standards and Ultra-low Emission in Cement Industry of Zhejiang Province. She said that promoting ultra-low emission transformation is an important starting point for improving air quality and promoting high-quality development of the industry. The emissions of particulate matter, SO2 and NOx from 119 cement enterprises in Zhejiang Province are 78,500 tons, 12,600 tons and 40,500 tons respectively, accounting for 8.3%, 7.9% and 7.2% of the emissions from industrial sources. The pollutant emissions are in the forefront of the industrial sector, and the industry has great potential for emission reduction. Zhejiang Province should promote the transformation of ultra-low emissions in the cement industry in an orderly manner and control pollution according to law.
Zhou Rong said that by the end of 2025, more than half of the clinker production capacity will have completed ultra-low emission transformation (difficulty: denitrification + transportation), and by 2028, the province's cement clinker enterprises will have basically completed ultra-low emission transformation. We should not only unswervingly promote ultra-low emissions, but also resolutely oppose the implementation of "ultra-low emissions" by breaking through technological principles. Yao Jixin, president of
Zhejiang Cement Association, made a brilliant summary at the closing of the meeting. He stressed that the event was of great significance, bringing together industry leaders to share insights, and invited experts to deeply analyze the implementation strategy and effectiveness evaluation of ultra-low emission transformation, which provided valuable guidance and inspiration for participants.
Facing the unprecedented test of the industry, cement enterprises urgently need to strengthen their core competitiveness-environmental protection, energy saving, safety, quality and economic benefits. In the current period of change, the key lies in how to transform the pressure of ultra-low emission transformation into the driving force to promote efficiency. To this end, Yao Jixin put forward three major programs of action: cut overcapacity, cut production, and transform and upgrade. It is hoped that with the unremitting efforts of all colleagues, the cement industry in Zhejiang Province will continue to write a new chapter of ultra-low emission transformation and move towards a higher level of development.
