She said that promoting ultra-low emission transformation is an important starting point for improving air quality and promoting high-quality development of the industry. The emissions of particulate matter, SO2 and NOx from 119 cement enterprises in Zhejiang Province are 78500 tons, 12600 tons and 40500 tons respectively, accounting for 8.3%, 7.9% and 7.2% of the industrial source emissions, and the pollutant emissions are in the forefront of the industrial sector. The industry has great potential for emission reduction. Zhejiang Province should promote the transformation of ultra-low emissions in the cement industry in an orderly manner and control pollution according to law.

Zhou Rong said that by the end of 2025, more than half of the clinker production capacity will have completed ultra-low emission transformation (difficulty: denitrification + transportation), and by 2028, the province's cement clinker enterprises will have basically completed ultra-low emission transformation.
