on Peak-Staggered Production of Cement Enterprises in the Heating Season of 2018-2019. Cement Association of the Autonomous Region and relevant cement clinker production enterprises:
In order to earnestly implement the spirit of the Notice of the Ministry of Industry and Information Technology and the Ministry of Environmental Protection on Further Improving the Peak-Staggered Production of Cement (MIIT Lian yuan [2016] No.351), promote energy conservation and emission reduction of cement enterprises, and reasonably shorten the operation time of cement clinker plants, In order to effectively reduce excess capacity, avoid the superposition of cement clinker production emissions and heating boiler emissions, and reduce air pollution during the heating period, it is decided to make the following arrangements for cement enterprises (including the use of carbide slag cement clinker) in the heating season of 2018-2019. Please implement them carefully.
1. All cement clinker production lines within the
autonomous region, including those using carbide slag to produce cement clinker, shall carry out peak-shifting production. During the period of peak-staggering production in heating season, according to the actual situation of each region and the wishes of most enterprises, the peak-staggering period of cement clinker production enterprises in some regions in winter should be extended appropriately.
2. The peak staggering time will be arranged
before 2020, and the normalization of peak staggering production of cement clinker will be implemented. The peak-shifting schedule from 2018 to 2019 is as follows: Considering the special circumstances of long heating time and short construction period in winter in the eastern region, according to the requirements of most cement clinker enterprises in the eastern region, In principle, cement clinker production enterprises in Hulunbuir City, Xing'an League, Tongliao City and Chifeng City will fully implement peak-shifting production from November 15, 2018 to April 15, 2019, and cement clinker production enterprises in other areas will fully implement peak-shifting production from November 15, 2018 to March 15, 2019. If
individual enterprises can appropriately delay or advance peak staggering due to special circumstances, they should report to the Economic and Credit Commission of the League City where they are located, but they must ensure the implementation of the prescribed peak staggering period. In view of the particularity of enterprises using carbide slag to produce cement clinker, they are encouraged to cooperate with traditional clinker enterprises during peak staggering production, and to replace the same amount by extending the kiln shutdown time of traditional cement enterprises in the same region. The relevant agreements on the cooperation mode shall be filed with the relevant League Municipal Economic and Information Commission and the Autonomous Region Economic and Information Commission. Support and encourage the League cities to appropriately extend the off-peak production time.
3. Strengthen the supervision and inspection of environmental protection, strengthen the guidance and supervision
of public opinion, and the economic and information committees of the League cities, together with the environmental protection departments, should urge the enterprises under their jurisdiction to stop production according to the prescribed time, and intensify the inspection. Supervise enterprises to conscientiously implement relevant laws, regulations and mandatory standards, strengthen the inspection of the operation of environmental protection facilities in enterprises, urge enterprises that fail to meet the emission standards to coordinate the maintenance and technical transformation of cement kilns during peak staggering production, and focus on improving the production environment to achieve the emission standards.
Earnestly summarize the good practices and experiences of peak-staggering production, vigorously publicize advanced models, enhance the sense of responsibility, honor and self-discipline of cement enterprises in peak-staggering production, and create a good public opinion atmosphere conducive to the continuous development of peak-staggering production of cement. For enterprises that do not implement the rules and regulations, do not keep their promises and do not carry out peak staggering production, interviews should be conducted when necessary, and those that do not correct in time should be publicly exposed through the media or included in the list of enterprises that do not keep their promises.
4. Give full play to the role
of industry associations, support the Cement Association of the Autonomous Region to organize the formulation and revision of industry rules and regulations, strengthen industry self-discipline, establish a cross-regional coordination mechanism within the industry, and do a good job of coordination with neighboring provinces and regions. We should vigorously guide and coordinate relevant enterprises to strengthen self-discipline and consciously abide by the relevant provisions of cement peak staggering production. Enterprises should be organized to actively implement the peak-staggering production plan, assist the competent government departments in market supervision, and take the initiative to help solve some practical problems in the implementation of peak-staggering production. In areas with serious excess cement production capacity, cement enterprises in relevant regions shall be organized and coordinated to extend the peak staggering period on a voluntary basis. Coordinate the clinker production enterprises undertaking residential heating to arrange the peak staggering time reasonably. Organize and hold a symposium on relevant cement clinker production enterprises, study and implement relevant work, and put the policy of cement peak staggering production in place.
