Recently, the Office of Industry and Information Technology of Ningxia Hui Autonomous Region announced the capacity replacement plan of Ningxia Haolong Building Materials Co., Ltd. to supplement 1500 tons of cement clinker per day. This should be the first capacity replacement scheme publicized in the cement industry in accordance with the Implementation Measures for Capacity Replacement in the Cement and Glass Industry (2024 edition). It should also be the first order of supplementary capacity after the existing production line's supplementary capacity is included in the capacity replacement method. The replacement plan shows that the existing 4500 t/d cement clinker production line of Ningxia Haolong Building Materials Co., Ltd. is transferred from Guizhou Duyun Haolong Cement Co., Ltd. to 3333 t/d production capacity across provinces and replaced by 1500 t/d production capacity according to 2.222: 1. After capacity supplement, the capacity scale of the existing production line will be newly registered as 6000 t/d, and it is planned to resume production as 6000 t/d from December 31, 2024.
Previously, on September 26 this year, Guizhou Provincial Office of Industry and Information Technology announced the "Guizhou Duyun Haolong Cement Co., Ltd. Capacity Transfer Plan". At that time, the "Measures for the Implementation of Capacity Replacement in Cement and Glass Industry (2021 edition)" was implemented, and this capacity transfer scheme needed to be publicized. The competent department of industry and information technology at the provincial level in the place where the production capacity is transferred out may not be reported. However, the enterprise that needs to increase the production capacity transferred in shall sign a contract with the enterprise that needs to transfer out the production capacity, and the enterprise that needs to transfer out the production capacity shall sign a commitment letter. Of course, there is no need to entrust industry organizations or intermediaries to hold hearings as in the case of new projects across provinces.
The new inter-provincial replacement policy also stipulates that cement clinker production lines located in key areas of national air pollution prevention and control or in provinces where the average capacity utilization rate of cement clinker is less than 50% in the first three years shall not be replaced from outside the province in principle. This can be regarded as a precondition for inter-provincial replacement, or as a qualification for inter-provincial replacement. Therefore, when publicizing the capacity replacement plan, the provincial government should clearly indicate whether the replacement has the qualification of inter-provincial capacity replacement. Only with the qualification of cross-provincial placement, can we have the "next step".
According to the announcement, the specification and model of the main equipment of Ningxia Haolong is φ5.0 × 74m rotary kiln, which can reach 6000 t/d after capacity supplement. Although the new policy does not need to correspond to the kiln diameter and capacity according to the capacity conversion table, that is, only the capacity determined by the project filing (approval) documents, there is no actual capacity converted according to the kiln diameter. It seems that the kiln diameter is not so "important", and there is no need to "haggle over" every millimeter of kiln diameter or every ton of production capacity of the production line. Perhaps there will be no more "pheasant" kilns or "pheasant" production capacity.
However, the content of the public statement must be accurate, not because the kiln diameter and production capacity can be "decoupled" at will. The kiln diameter specification of the production line announced this time is φ5.0m × 74m ; In March this year, the kiln diameter of the line was Ф4.8 m × 74 m in the 2023 Cement Clinker Production Line List published by the autonomous region; In March last year, in the "List of Cement Clinker Production Lines in 2022" published by the autonomous region, the kiln diameter of the line is Ф5.2m × 74m .
