On July 8, the Ministry of Ecology and Environment issued the Interim Regulations on the Management and Control of Ecological Environment Zoning. In the Interim Provisions on the Management and Control of
Ecological Environment Zoning, the cement industry should pay attention to the following aspects:
1. When formulating policies concerning regional development and construction activities, optimization and adjustment of industrial layout, development and utilization of resources and energy, the requirements of ecological environment zoning management and control should be fully considered. We will guide the green and low-carbon transformation and upgrading of traditional manufacturing industries and the rational distribution of strategic emerging industries, strictly control the blind development of projects with high energy consumption, high emissions and low levels, promote green and low-carbon development, and help accelerate the formation of new quality productivity.
2. In the initial stage of environmental impact assessment of construction projects, the compliance with the requirements of ecological environment zoning management and control should be analyzed. If the requirements are not met, the feasibility of ecological environment should be further demonstrated, and the contents of project construction should be optimized and adjusted or relocated. When examining and approving a construction project, the EIA approval department should focus on examining the conformity of the project site selection, ecological impact, pollutant discharge, risk prevention and the ecological environment zoning management and control scheme.
3. When attracting industrial park projects, the requirements of ecological environment zoning management and control should be taken as an important basis, and all kinds of development and construction activities in the park should strictly implement the list of ecological environment admittance, so as to control environmental pollution from the source, reduce environmental risks and promote green development.
