Recently, in order to implement the spirit of "Notice of the General Office of the National Development and Reform Commission of the General Office of the Ministry of Industry and Information Technology on Serious Capacity Replacement and Strict Prohibition of New Capacity in Cement Flat Glass Industry" (Lianyuan [2018] 57 of the Office of Industry and Information Technology), according to the requirements of the Ministry of Industry and Information Technology in July 2021, "Measures for the Implementation of Capacity Replacement in Cement Glass Industry". The updated list of cement clinker and flat glass production lines in Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps is now publicized.
Publicity information shows that as of December 31, 2023, there are 74 cement clinker production lines in Xinjiang, of which 6 production lines are about to be dismantled or have been dismantled for capacity replacement.
In addition, Kashi Hongqi Cement Co., Ltd. did not comply with the relevant provisions of the Notice on Issuing the Cement Peak-Staggered Production Plan from 2023 to 2024 (Xingongxin Building Material [2023] No.4), and opened the kiln during the peak-staggering period without authorization, so its production line could not be traded as a capacity replacement index in that year.
