State Council, 15 departments, such as the Ministry of Housing and Urban-Rural Development and the Ministry of Emergency Response, jointly issued the Notice on Strengthening the Safety Management of Operational Self-built Houses (hereinafter referred to as the Notice), which calls for the implementation of the spirit of the 20th National Congress of the Communist Party of China under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will comprehensively strengthen the safety management of commercial self-built houses and earnestly safeguard the safety of people's lives and social stability.

"Notice" points out that since the national special renovation of self-built housing safety was carried out, the inter-ministerial coordination mechanism of the national special renovation of self-built housing safety has coordinated all regions and departments to conscientiously implement the decis ion-making and deployment of the Party Central Committee and the State Council, and centralized the "Hundred Days Action" for commercial self-built housing. Operational self-built houses endangering public safety should be quickly checked and reformed, and safety risks should be eliminated in a timely manner, thus achieving positive results. However, due to the large number of operating self-built houses, the complex situation and the weak foundation of safety management, it is urgent to strengthen the source management and speed up the construction of a long-term mechanism for the safety management of operating self-built houses.

The circular stressed that we should adhere to the principle of people first and life first, and comprehensively strengthen the safety management of operating self-built houses from three aspects: controlling the stock, strictly controlling the increment and improving the mechanism. It is necessary to strengthen the safety management of existing commercial self-built houses from the aspects of strictly implementing the main responsibility, strengthening routine inspection, effectively eliminating potential safety hazards, and strictly managing reconstruction, expansion, and decoration. It is necessary to strengthen the examination and approval management of planning and construction, strengthen the safety supervision of conversion to business use, and strictly supervise the construction of new commercial self-built houses in terms of checking and rectifying illegal acts. We should improve the management system, improve the coordination mechanism of departments, strengthen the management of housing safety appraisal, speed up the construction of information technology, and improve the laws and regulations.

"Notice" requires that all localities should further strengthen organizational leadership, work out relevant implementation rules and specific measures, strictly implement territorial responsibilities, clarify the responsibilities of various departments, standardize the management of land use, planning, construction and operation approval for operational self-built houses, increase the support of funds, personnel and technology, and eliminate security risks in a timely manner. Strictly investigate and punish all kinds of illegal and irregular acts according to law, do practical and detailed ideological work for the masses, do a good job in ensuring people's livelihood, and create a good social atmosphere.
