In order to thoroughly implement the spirit of the General Secretary's important expositions and instructions on safety in production, earnestly implement the Opinions of the General Office of the State Council of the Central Committee of the Communist Party of China on Further Strengthening the Work of Safety in Production in Mines, and promote the high-quality development of mining enterprises, recently, the Hunan Bureau of the State Administration of Mine Safety and the Hunan Provincial Emergency Management Department issued a notice. Requirements are put forward for accelerating the construction of mine informatization and intellectualization in the whole province.
Mining enterprises and superior companies should take accelerating the construction of informatization and intellectualization as a "first-hand" project, gradually promote the systematization of intelligence with the intellectualization of various systems in mines, effectively enhance the ability of mine risk monitoring, early warning and disposal, realize the reduction of personnel, security, efficiency improvement, and improve the ability of safety guarantee; We should take overall consideration and adjust measures to local conditions, draw up a feasible overall construction plan, and formulate a timetable and road map for the construction of informatization and intellectualization; Priority should be given to the planning of information network infrastructure, the upgrading and transformation of mine monitoring and control system, the precise positioning of personnel, the full-range monitoring of toxic and harmful gases, the intelligent management of video AI in key positions and important places, and the acceleration of the intelligent transformation of mining faces without video operation and unattended fixed posts. We will gradually promote the construction of intelligent centralized control platforms and the mechanization and intellectualization of mining faces. The following key tasks
should be highlighted:
(1) Coal mining enterprises
1. Implementing the upgrading and transformation of underground precise positioning, monitoring and control systems. The personnel position monitoring system is upgraded and transformed, the underground workers are accurately positioned in real time, and the violations such as entering dangerous areas and overstaffing on the working surface are timely alarmed and reminded. Promote the use of iris and face recognition technology at the entrance and exit of coal mines to ensure the uniqueness of personnel access and time. Do a good job in updating and upgrading the safety monitoring system and sensors to achieve full-range monitoring of toxic and harmful gases such as CO and CH4. Toushi Coal Mine in Loudi City should complete the construction of slope monitoring system and connect with Hunan Coal Mine Safety Production Integrated Information Platform.
2. Complete the perception data networking of coal mine water disaster prevention and control. According to the unified deployment of the State Administration of Mine Safety, all normal production (construction) coal mines must realize the perception data networking of water disaster prevention and control by the end of this year. Normal production (construction) coal mines in the whole province should coordinate with relevant system manufacturers to do a good job of networking and docking, ensure timely completion and ensure data quality.
3. Realize no video operation in important workplaces. All coal mining enterprises should take "no video, no operation" as an important measure to standardize the operation behavior of employees, promote the process and standardization of posts, make a comprehensive arrangement of all places where there are personnel working underground, formulate additional video surveillance programs and plans, increase the density of video surveillance, and ensure that important underground operations are achieved. Through video surveillance, employees are forced to stay away from "three violations" and "go to standard posts and do standard work".
4. Speed up the intelligent unattended transformation of fixed posts. Intelligent system transformation is carried out for fixed posts such as power supply, drainage, compressed air and ventilation, so as to realize unattended and remote control of fixed posts.
5. Promote the construction of mine intelligence in an all-round way. By the end of 2025, coal mining enterprises should comprehensively promote mechanized and intelligent mining and transportation of coal mines according to local conditions, strengthen the construction of intelligent management and control platform, monitor and feedback the location and safe operation of important mechanical and electrical equipment such as shearers, roadheaders and winches in real time, and timely detect risks such as illegal operation and abnormal equipment and issue early warning. Hunan Coal Group's mines and technical transformation construction mines should take the lead in demonstration, gradually realize the visualization of working scenes, transparency of geological conditions, intellectualization of equipment operation control (mining, excavation, machinery, transportation, etc.), normalization of risk monitoring and early warning, and give full play to the leading role of advanced productive forces.
(2) Non-coal mining enterprises
1. Implementing precise positioning of underground personnel, upgrading and transformation of monitoring and control system. The personnel location monitoring system is upgraded and transformed, the underground workers are accurately positioned in real time, and the behavior of entering dangerous areas and overstaffed personnel in single shift is timely alarmed and reminded. Promote the use of iris and face recognition technology at the entrance and exit of mine personnel to ensure the uniqueness of personnel access and time. Do a good job in updating and upgrading the safety monitoring system and sensors to achieve full-range monitoring of toxic and harmful gases such as CO and NO2.
2. Establish the slope monitoring system of open-pit mine. According to the requirements of the Notice of the State Administration of Mine Safety on the Construction and Networking of Slope Monitoring System in Open-pit Mines (Kuang An [2023] No.119), the slope monitoring system must be built in open-pit mines with a slope height of 150m or more, and the networking with the remote monitoring system of non-coal mines of Hunan Bureau of the State Administration of Mine Safety must be carried out.
3. Realize no video operation in important underground workplaces. Mining enterprises should make a comprehensive arrangement of all underground places where people work, formulate additional video surveillance schemes and plans, increase the density of video surveillance, ensure appropriate lighting, clear and visible images, continuous and effective surveillance, and ensure that important underground operation points achieve full coverage of video surveillance and AI intelligent analysis and early warning.
4. Establish a dual prevention information system. Non-coal underground mining enterprises should further improve the formulation of "one risk, one policy" to achieve full coverage of underground 5G network, implement handheld terminal scanning to control risks in large risk areas, and use information technology to achieve real-time, real and long-term risk control. Hunan Yukun Mining Group Co., Ltd. and Hunan Baoshan Nonferrous Metals Mining Co., Ltd. will demonstrate the establishment of dual prevention information system by the end of 2023.
5. Speed up the intelligent unattended transformation of fixed posts. Drawing lessons from the experience of coal mining enterprises, the intelligent centralized management of miner's lamps and self-rescuers should be promoted in an all-round way. Intelligent system transformation is carried out for fixed posts such as power supply, drainage, compressed air and ventilation, so as to realize unattended and remote control of fixed posts.
6. Promote the intelligent construction of mines in an all-round way. Non-coal mines in the province should gradually realize the visualization of working scenarios, the transparency of geological conditions, the intellectualization of equipment operation control, and the normalization of risk monitoring and early warning. By the end of 2025, we will comprehensively promote the construction of intelligent mining, intelligent transportation and intelligent management and control platforms; underground mines with a mining depth of more than 800 meters should build a ground pressure monitoring system and a microseismic monitoring system; an intelligent monitoring platform for the whole life cycle of mine safety equipment should be established, and key safety facilities and equipment should be monitored online. Shuangfeng Conch Cement Co., Ltd., Shimen Conch Cement Co., Ltd., Hunan Linli Southern New Material Technology Co., Ltd., Zhangjiajie Luojiayu, Huaxin Cement (Zhuzhou) Co., Ltd. and other large open-pit mines should take the lead in building intelligent mining, intelligent transportation and intelligent management and control platforms. By the end of December 2030, non-coal mines with basic conditions will be basically intellectualized. Emergency management departments
at all levels should strengthen the guidance and supervision of the construction of mine informatization and intellectualization, establish accounts, regularly dispatch, and accurately grasp the construction situation. The Hunan Bureau of the State Administration of Mine Safety and the Hunan Provincial Emergency Management Department will strengthen the supervision and guidance on the construction and application of mine informatization and intellectualization, and will notify and interview the regions and enterprises that are slow in action and weak in promotion.
Digitalization and intellectualization are the core factors affecting the long-term development of cement enterprises. To this end, China Cement Network will hold the "Fifth China Cement Intelligent Summit Forum" in Hangzhou on November 29, 2023, with the theme of "Data-driven Decision-making Intelligence Leads the Future", inviting industry experts, scholars and representatives of relevant enterprises to discuss and promote the intelligent process of the cement industry.
