Chen Zengfu pointed out that Tianjin Cement Institute has always regarded standardization as an important support for scientific and technological innovation, implemented the concept of "promoting high-tech innovation with high standards, promoting high-level development and leading high-quality development", and transformed the company's major project practice and technological innovation achievements into standards. Up to now, the company has presided over and participated in more than 100 national, industrial and group standard projects, and more than 60 projects are under research. Through the construction of more than 120 overseas general contracting projects, the company has successfully exported Chinese technology, equipment and standards to the international market. The company undertakes the main drafting task of the Code, attaches great importance to the preparation of the Code, and will fulfill its duties, strive for excellence, and complete the preparation of the Code with high quality and high standards.
Fan Surong introduced the progress of standardization reform carried out by the Ministry of Housing and Urban-Rural Development since 2016, highly affirmed the work of Tianjin Cement Institute in the process of compiling and drafting the Code, and conveyed the requirements for compiling the full text of mandatory engineering construction specifications: The contents related to the published general specifications and other industry project specifications should be coordinated and consistent; Second, we should pay attention to the balance of standards, clarify the positioning of the Code as a mandatory standard for the full text, and do a good job in the bottom line of the provisions to meet the requirements of government supervision; Third, we should pay attention to the advanced nature of the standard. When the conditions are met, we can properly and steadily improve the technical level of the industry and integrate with the international provisions. Fourth, we should pay attention to the operability of the standard. The requirements of the standard provisions should be stable and reasonable, not lower than requirements of the current mandatory provisions. We should predict the risk of public opinion and provide protection for the smooth implementation of the standard. Guo Yun, the
company's technical director and director of the technical management department, gave a general introduction to the preparation of the Code. The compilation group conducted in-depth discussions on the contents of the standard clauses, and Liu Tao, Sui Mingjie and the experts of the company's drafting group explained and discussed the standard text in detail based on the opinions and suggestions put forward by the participants. Bi Minna, senior engineer of the Institute of Standards and Quotas of
the Ministry of Housing and Construction, made a concluding speech and stressed that when soliciting opinions on the norms, more relevant ministries, industries, localities and enterprises should be consulted, and that the content of the norms should be in harmony with the format and style of the published norms.
