In accordance with the requirements of the Detailed Rules for the Implementation of Green Power Supply Projects in Industrial Parks of Inner Mongolia Autonomous Region (2022 Edition), the Detailed Rules for the Implementation of Wind and Solar Hydrogen Production Integration Projects of Inner Mongolia Autonomous Region (2022 Edition), and the Detailed Rules for the Implementation of Source-Network-Load-Storage Integration Projects of Inner Mongolia Autonomous Region (2022 Edition), Our Bureau organized experts to evaluate the five market-oriented new energy projects declared by the League cities, and the five projects were included in the list of market-oriented new energy projects, with a total of 3.483 million kilowatts of new energy, including 2.59 million kilowatts of wind power and 893,000 kilowatts of photovoltaic power. With the approval of the people's government of the autonomous region, the list of market-oriented new energy projects is now issued to you, and the relevant requirements are notified as follows.
1. In terms of
project construction, the competent energy departments of the League cities shall strictly comply with the requirements of the market-oriented implementation rules, carry out the approval and construction management of the market-oriented new energy projects in the region, and ensure the synchronous construction and operation of the new energy side and the load side of the project.
(1) The League cities shall organize relevant departments and project owners to formulate safeguard measures for the construction of market-oriented new energy projects in the region and the implementation mechanism for the construction of new load industries, strengthen the management of the construction of new energy and load sides of projects in the region, and ensure the construction and operation of projects in accordance with the declaration scheme.
(2) After the substantial commencement of the new load, the allocated new energy projects can be approved (filed) and the construction can be started. In principle, for the projects included in this list, the load side and the new energy side shall be completed and put into operation before the end of December 2024, and the new energy scale allocated shall not be put into operation before the new power load relied on by the project construction is fully put into operation. For projects that fail to be put into operation before the end of December 2024, the competent energy departments of the relevant leagues and municipalities shall make a written decision on whether to abolish the project construction according to the safeguard measures for the project construction in the region, the implementation mechanism of the load industry, and the actual investment and construction of the main body of the project and the grid connection project, and submit it it to the Energy Bureau of the Autonomous Region for the record.
(3) In the process of project construction, if some new loads can not be implemented due to the breakdown of the capital chain of the load enterprises or the unilateral termination of the power supply relationship of the load enterprises, the new loads shall be introduced or the scale of new energy shall be reduced in time, and the project construction shall be promoted after the evaluation and approval of the Energy Bureau of the Autonomous Region; If the construction of the new energy side is seriously lagging behind and can not be put into operation on schedule, which affects the power supply demand of the new load side, the relevant League cities shall verify the situation and cancel the project in advance, and submit it it to the Energy Bureau of the Autonomous Region for the record, and the investment losses caused by the project shall be borne by the League cities and enterprises themselves.
(4) The autonomous region will carry out the supervision of the construction of market-oriented new energy projects in the whole region. If there are projects with slow investment and construction on the new energy side or load side, which can not be put into operation as scheduled, and which have not been effectively disposed of by the relevant League cities, as well as projects that have not been constructed according to the declared scheme and have changed the contents of the construction scheme without authorization, the League cities where the projects are located and the owners of the projects will be notified by the whole district.
2. In terms of
project network connection, the competent energy departments of the League cities should cooperate with the power grid enterprises to do a good job in the project network connection audit and network connection project construction, accelerate the project network connection project construction, and ensure the synchronous construction and operation of the network source.
(1) Power grid enterprises should rationally arrange the construction sequence of market-oriented new energy projects, and do a good job in the audit of project connection. For projects that fail to comply with the requirements of the declaration scheme and approval (filing), the key technical indicators such as energy storage allocation and independent peak shaving level do not meet the requirements of the implementation rules of market-oriented new energy projects, and the new load has not been fully put into operation, the procedures for grid-connected power generation shall not be handled.
(2) The competent energy departments of the leagues and municipalities shall take the initiative to coordinate with the relevant departments to speed up the examination and approval procedures for the grid connection projects, accelerate the construction of the main projects of new energy projects and the supporting grid transmission projects, and ensure the synchronization of the network source construction. In addition, it is necessary to coordinate the relevant approval departments of new load projects or local governments to issue certification documents for all new load projects to power grid enterprises before the new energy projects are put into operation, and cooperate with power grid enterprises to do a good job in the project connection audit.
3. In terms of
project operation supervision, the competent energy departments of the League cities should implement their supervisory responsibilities and do a good job in supervising the operation of market-oriented new energy projects in the region. During the operation of the project, if the load is interrupted or reduced, which affects the operation of the project, the new load should be introduced in time to ensure that the project operates according to the declaration plan after completion. After the project is put into operation, if the operation capacity fails to reach the production curve level proposed in the declaration scheme, which leads to the problem of wind and light curtailment, the investment losses caused shall be borne by the relevant enterprises and the cities where they are located, and the power generated by the green power supply project in the industrial park and the source-network-load-storage integration project shall not be transmitted back to the power grid. In accordance with the above requirements, the competent energy departments of the leagues and municipalities are
requested to organize the construction of market-oriented new energy projects that have been included in the list in their respective regions, and to submit the project approval (filing), project construction, project operation and existing problems to the Energy Bureau of the Autonomous Region for filing in official documents before the 15th day of each month.
