2023, a seminar on the review of the development of the photovoltaic industry in the first half of 2023 and the outlook for the situation in the second half of 2023 was successfully held in Xuancheng, Anhui Province, organized by the China Photovoltaic Industry Association. During the meeting, Xing Yiteng , Director of the New Energy Division of the Department of New and Renewable Energy of the National Energy Administration, introduced China's " First, the scale of installed capacity continued to grow rapidly. In the first half of the year, photovoltaic power generation increased by 78.42 million kilowatts, which was almost the same as the data of last year, accounting for 56% of the total installed capacity of new power sources. As of the end of June, the total installed capacity of photovoltaic power generation was about 4. Second, the effect of driving fixed assets investment was obvious . In the first half of the year, the investment in photovoltaic power generation exceeded 130 billion yuan, accounting for about 50% of the total investment in renewable energy. It has played an important role in post-epidemic era and economic recovery.
The three is the continuous growth of power generation, and the overall consumption and utilization has maintained a relatively high level. Photovoltaic power generation in the first half of the year was 266.3 billion kWh, an increase of about 30% over the same period last year, with an average utilization rate of 98%, which remained at a very high level.
Fourth, with the continuous improvement of technology, the efficiency of some advanced batteries in mass production has reached 25. Fifth, the production capacity of all sectors of the industry, especially the crystalline silicon sector, has been fully released, and the price of the industry has returned to normal. Since
the 14th Five-Year Plan, the new energy represented by photovoltaic has entered a new stage of large-scale, market-oriented, high-proportion and high-quality development, with clearer development ideas and broader development space. In order to promote the sustainable and healthy development of the industry, we continuously improved the industry policies and optimized the development environment . In the first half of the year, we focused on the following tasks :
First, we adhered to both centralized and distributed development, and continued to expand the installed capacity. In terms of centralization, the construction of large-scale wind power and photovoltaic bases focusing on desert, Gobi and desert areas has been accelerated, and the first batch of 97.05 million kilowatt base projects have been fully started and are scheduled to be put into full operation by the end of this year. The second batch of bases have been started one after another, and the third batch of bases have formed a list of projects. Among the three bases, the scale of photovoltaic power generation accounts for more than 60%. In terms of
distribution, the pilot work of roof distributed photovoltaic in the whole county has been constantly standardized, which has led to the continuous improvement of the development of distributed photovoltaic in the whole country. A lot of running experiences and practices have been formed in various places, and some good innovative development models of the Dezhou model have been created. In the first half of the year, we went to Shandong, Hebei, Henan, Zhejiang, Jiangsu and other provinces to carry out special research on the pilot work, and also formed the evaluation method of the pilot work and the preliminary idea of promoting and standardizing the development of household photovoltaic, which will be implemented in the second half of the year.
The second is to improve the factor guarantee and optimize the development environment of the industry. In March, together with the Ministry of Natural Resources and the State Forestry and Grass Administration, we issued the Notice on Supporting the Development of Photovoltaic Power Generation Industry and Standardizing Land Use Management. While implementing the strictest arable land protection system, this notice also puts forward the institutional arrangements for classified management of land use for photovoltaic power generation projects, clarifies the use of arable land and other agricultural land such as woodland and grassland, and makes a very good connection with some historical legacy issues such as projects approved in accordance with existing land use policies. The land use policy for photovoltaic power generation is basically clear.
Third, we should take the problem as the orientation and constantly solve the development blockages. In view of the rapid development of distributed power grids in the central and eastern regions and the insufficient carrying capacity of power grids, especially rural power grids, on the basis of a large number of investigations and repeated solicitation of opinions from all parties, we have selected six typical provinces, such as Shandong, to gradually explore and accumulate experience, and focus on solving the problem of limited connection of distributed photovoltaic. In view of the general concern of the society that distributed photovoltaic is included in the green power certificate system, we are also strengthening and improving the green power certificate system, and doing a good job in the full coverage of green power certificates for renewable energy.
Fourth, we should strengthen departmental coordination and open up space for development. On the basis of pilot projects in Shandong, Zhejiang and other provinces, we officially launched the construction of offshore photovoltaic this year. In the first half of the year, together with the relevant departments of the Ministry of Natural Resources and the Oceanic Administration, the Department led the investigation in Shandong, Dejiang and Fujian respectively, and formed the idea of the preliminary development of offshore photovoltaic. At the same time, we also support a number of offshore ." In addition, in the field of transportation integration, we have jointly carried out research on the development of distributed photovoltaic and transportation integration with relevant institutions such as the Ministry of Transport. It has formed preliminary development ideas and policy measures for the integration of highway and distributed photovoltaic, and strived to form policy documents and make breakthroughs as soon as possible.
While making a series of achievements, we should also be aware that there is still a long way to go for the photovoltaic industry to achieve the goal of carbon peak, carbon neutralization and high-quality development. Under the accelerated evolution of unprecedented changes in a century, the international and domestic environment of photovoltaic industry is changing with each passing day, and opportunities and challenges coexist.
Internationally, on the one hand, the conflict between Russia and Ukraine has accelerated the pace of energy transformation in all countries, especially in the European Union. Almost all countries have realized that the development of new energy sources such as photovoltaics is not only an important measure to achieve low-carbon and green energy transformation, but also a fundamental policy and long-term plan to achieve energy independence and ensure energy security. On the other hand, the United States, the European Union and other countries and regions have issued a number of favorable policies to support the development of their new energy industry and continue to seek a comprehensive localization of the manufacturing end of the industrial chain.
In China , on the one hand, the goal of "double carbon" has gathered a broad consensus for accelerating the development of new energy represented by wind power and photovoltaic power, and there is a huge space for the development of new energy, especially photovoltaic power generation. On the other hand, the scale of production expansion in the upstream of the photovoltaic industry is huge, and there have been some signs of overheating, which are aggravated by the compulsory insurance bundling industry before the allocation of new energy projects. In the first half of
this year, due to various reasons such as project construction and centralized production after the epidemic, the newly installed capacity of photovoltaic power generation increased significantly, the contradiction between power consumption and grid access became more obvious, and the risk of ups and downs in the industry was also increasing.
The whole roof distributed photovoltaic development pilot, part of the photovoltaic development still infringes on the interests of farmers and other situations, which need to be further standardized.
With the rapid expansion of distributed photovoltaic scale, the contradiction of insufficient carrying capacity of distribution network is prominent, and the participation of distributed photovoltaic in the electricity market has been put on the agenda, etc. These problems need the joint efforts of all parties to promote the solution. Four suggestions
for the development of photovoltaic industry:
First, insist that innovation is the first driving force and consolidate the global leading position. It is hoped that enterprises and research institutions will firmly grasp the core competitiveness of innovation, further increase investment in basic theoretical research and innovation, make good use of the strong market demand for application, especially the opportunity for the construction of large-scale wind power and photovoltaic bases, actively promote the standardization and large-scale application of advanced technologies, and advance the layout of frontier technologies and subversion. Continue to reduce costs, improve quality and efficiency, guard against overtaking by bends or changing lanes, and consolidate the global leading position of the photovoltaic industry.
Second, we should adhere to the principles of marketization and legalization and promote the high-quality development of the industry. It is hoped that all parties concerned will refer to the requirements of the Party Central Committee and the State Council on speeding up the construction of a unified national market, adhere to the principle of an effective market and a promising government, do a good job in industry analysis and market research, establish a win-win concept, actively build a good industrial ecology, strengthen industry self-discipline and make rational investment decisions. It
also calls on all localities to scientifically plan industrial layout, carefully guide the industrial landing, optimize the business environment, avoid low-level duplicate construction, prevent disorderly competition and vicious competition, jointly safeguard the safety, stability and reliability of the industrial chain, and ensure the orderly market order. Photovoltaic industry associations should also further play the role of bridge and link, track industry changes in a timely manner, and guide industry self-discipline.
Third, we should adhere to the concept of system and better integrate into the new energy power system. At present, China is speeding up the construction of new energy strategy and gradually improving the new power system.As the second largest installed power source, the photovoltaic industry shoulders a heavier burden, greater responsibility and greater pressure. It is necessary to actively adapt to the system, actively integrate into the system, further reduce costs, promote low-cost transformation, and crack the impossible triangle of energy transformation. It is necessary to optimize the design of power plants, strengthen the accuracy of power prediction, and ensure that photovoltaic power can be generated and used well. We should thoroughly study the participation of new energy sources in the electricity market and actively prepare for the full entry of photovoltaic power generation, including distributed power generation, into the electricity market. We will also work together or cooperate with relevant parties to study the electricity market mechanism adapted to the characteristics of new energy sources and stabilize investment expectations.
Fourthly, we should adhere to the problem orientation, further standardize the pilot and household photovoltaic market in the whole county, and promote the sustainable and healthy development of distributed photovoltaic. At present, the rapid growth of distributed photovoltaic in some areas needs to be combined with local reality, targeted research and introduction of relevant policies and measures. All parties concerned should adjust and optimize the development mode in a timely manner according to the changing situation, standardize the filing, grid-connected construction and operation and maintenance according to the principle of "who invests, who benefits, who operates and maintains", ensure the safe and reliable operation of photovoltaic power generation system, effectively safeguard the legitimate rights and interests of farmers, and prevent the damage to the interests of farmers from affecting the sustainable and healthy development of the whole industry.
At the same time, market developers and research institutions can refer to our recent pilot work on the evaluation of the carrying capacity and improvement measures of distributed photovoltaic access to the grid, cooperate with grid enterprises to strengthen the construction and transformation of distributed smart grid, and effectively improve the ability of distribution network access to distributed photovoltaic.
