Xinjiang calls for speeding up the technological transformation of ultra-low emissions and alternative fuels in the cement industry

In order to coordinate the promotion of pollution reduction and carbon reduction, the Department of Ecology and Environment of Xinjiang Uygur Autonomous Region jointly issued the Implementation Plan for the Synergy of Pollution Reduction and Carbon Reduction in the Autonomous Region.

Recently, the Department of Ecology and Environment of Xinjiang Uygur Autonomous Region and other six departments jointly issued the Implementation Plan of Pollution Reduction and Carbon Reduction Synergy in the Autonomous Region. According to

the Plan, the coordination of pollution reduction and carbon reduction is mainly divided into two stages : First, "by 2025, the work pattern of coordinated promotion of pollution reduction and carbon reduction will be basically formed; the structural optimization and adjustment of key regions and key areas and the green and low-carbon development will achieve results;"; Major pollutant emissions continued to decrease, carbon dioxide emissions per unit of GDP decreased by 12%, and the synergy of pollution reduction and carbon reduction was effectively enhanced.

Second, "By 2030, the synergy of pollution reduction and carbon reduction will be significantly enhanced; the synergy of carbon peaking and air quality improvement in key areas of air pollution prevention and control will achieve remarkable results; and the level of coordinated governance in water, soil, solid waste and other pollution prevention and control areas will be significantly improved."

The cement industry is required to do the following:

First, new cement clinker production capacity is strictly prohibited in key areas of air pollution prevention and control, and new and expanded projects such as cement clinker in other areas strictly implement the requirements of equivalent or reduced capacity replacement. We will accelerate the elimination of backward production capacity and the reduction and withdrawal of excess production capacity in key regions.

2. New (renovated and expanded) projects with high energy consumption and high emission should adopt advanced and applicable technology and equipment, upgrade energy consumption access standards , and reach the advanced level of cleaner production in terms of energy consumption, material consumption and water consumption.

3. Promote the existing production capacity of cement, accelerate the low-carbon substitution of raw materials and fuels, promote the utilization of waste heat at kiln tail, and implement high-efficiency and energy-saving technological transformation.

4. Deeply implement the ultra-low emission transformation of cement industry, and explore the pilot project of coordinated control and upgrading of air pollutants and greenhouse gas emissions. Promote energy saving and consumption reduction of air pollution control equipment, and improve the level of automation and intelligent operation of equipment.

5. Strengthen the source reduction, resource utilization and harmless disposal of industrial solid waste, and promote the utilization of industrial solid waste resources such as tailings, fly ash, smelting waste residue, coal gangue, carbide slag and industrial by-product gypsum or the substitution of raw materials for building materials.
