According to the Regulations on River Management of Jiangxi Province, the Regulations on River Sand Mining Management of Jiangxi Province and the Provincial Regulations on River Sand Mining Management of Jiangxi Province, Relevant laws and regulations approved by the municipal government, such as the Revision of Sand Mining Planning for the Middle and Lower Reaches of the Five Rivers in Jiangxi Province (2022-2023) and the Sand Mining Planning for the Lower Reaches of the Old Fuhe River in Nanchang City (2019-2023).
III. Mining Plan
There are 12 mineable areas in our county, including 5 provincially administered rivers of Ganjiang River, 4 provincially administered rivers of Fuhe River, and 3 provincially administered rivers of Fuhe River. According to the requirements of the Notice of Nanchang Water Conservancy Bureau on Printing and Distributing the 2023 River Sand Mining Plan of Nanchang City (Hongshui Zhengfa Zi [2023] No.2), According to the annual sand mining plan and implementation plan of the old Fuhe River in our county, three mineable areas of the old Fuhe River in our county will be included in the mining plan for 2023, and the mineable areas listed in the mining plan will be exploited orderly and normatively according to the annual implementation plan. The specific location, mineable length and width, mineable sand quantity, operation mode, operation tools and quantity of the planned mining in the mineable area, Scale control is as follows:
1." According to the approved "Revision of Sand Mining Planning for the Middle and Lower Reaches of the Five Rivers in Jiangxi Province (2022-2023)" and "Sand Mining Planning for the Lower Reaches of the Old Fuhe River in Nanchang City (2019-2023)" (hereinafter referred to as "Sand Mining Planning"), the basic situation
of the county's mining areas determines that there are five mining areas in Nanchang County. There are 4 Fuhe rivers and 3 old Fuhe rivers, totaling 12. As the annual sand mining plan and implementation plan for the corresponding rivers of Ganjiang River and Fuhe River are compiled by Nanchang Water Conservancy Bureau, 3 mineable areas are included in the 2023 mining plan of Nanchang County, and 3 mineable areas are planned to be implemented in the annual implementation plan. The details are as follows:
1. In the wet season, it is below the river water level, and in the dry season, it is mostly above the river water level. On the left bank of the river section where the mining area is located, there is Hongqi Lianwei, and on the right bank is Changle Lianwei. The mining area is arranged on the convex bank of the river section, with a trapezoidal shape and an area of 0.07072. Control mining elevation (Yellow Sea)
11.2. In wet season, it is below the river water level, and in dry season, it is mostly above the river water level. On the left bank of the river section where the mining area is located, there is Hongqi Lianwei, and on the right bank is Changle Lianwei. The layout of the mining area is basically consistent with the direction of the river flow, triangular in shape, and the area of the mining area is 0.10102. Control mining elevation (Yellow Sea) 11.3
