The Yangtze River Bureau of Anhui Province Visited the Huaihe River Bureau of Anhui Province to Exchange Sand Mining Management and Water Administrative Law Enforcement

In order to strengthen the exchange of advanced experience in sand mining management and water administrative law enforcement, better solve the new problems found in the management of sand mining in the Yangtze River, and continuously maintain the orderly and controllable sand mining in the Yangtze River, Liu Dongfeng, secretary and director of the Party Committee of the Yangtze River Bureau of Anhui Province, made a report on sand mining in the Yangtze River from July 11 to 12. Wu Chen, member of the Party Committee, Secretary of the Discipline Commission and deputy director of the Bureau, led a team to Huaihe Bureau for investigation and exchange. Shi Zhigang, Director of the River and Lake Management Department of the Provincial Water Resources Department, and Liu Yuehe, a second-level investigator, gave guidance to the inspection activities. Provincial Huaihe Bureau Director Yang Bing and Deputy Director Chen Naihui accompanied the inspection.

The delegation visited the first and second law enforcement brigades of the water administration supervision detachment of the Huaihe River Bureau, visited the video surveillance system, law enforcement records, law enforcement equipment of the brigade, as well as the centralized berthing points of sand-mining vessels (engineering vessels), the Xitianpozhuangtai, the Wangjiaba Gate in the Mengwa flood storage area of the Huaihe River, and the Wangjiaba Flood Fighting Memorial Hall. Discussions and exchanges were held on the division of responsibilities, law enforcement capacity building and sand mining management of the provincial water administration supervision detachment and its law enforcement brigades, and the law enforcement brigades directly under the Bureau. At the

symposium, the Provincial Department of Water Resources River and Lake Management requested that, first, we should improve our political standing, fully understand the importance and particularity of river sand mining management, and unremittingly do a good job in river sand mining management; second, we should tighten the responsibility of sand mining management, strengthen communication with local governments, and jointly crack down on illegal sand mining; Third, always maintain a high-pressure strike situation, strengthen inspection and supervision, adhere to the "civil air defense + technical defense", so as to achieve full coverage of inspection and supervision, without dead ends; Fourthly, we should further deepen departmental cooperation, clarify management tasks, build a long-term mechanism of joint prevention and control, and form joint efforts in accordance with the requirements of the Implementation Plan of Special Law Enforcement Action for River and Lake Safety Protection in Anhui Province issued jointly by Anhui Provincial Higher People's Court, Anhui Provincial People's Procuratorate, Anhui Provincial Public Security Department and Anhui Provincial Judicial Department; Fifthly, we should strengthen the control of the source, strengthen the control of sand-related vessels, and dismantle and ban newly seized "three nothingness" illegal sand dredgers in time according to regulations, so as to ensure the realization of dynamic zero clearance; Sixthly, we should strengthen the construction of sand mining management team, strengthen professional training and risk warning education of clean government, improve the political quality, professional level and spiritual outlook of law enforcement team members, and build a loyal, clean and responsible law enforcement team of sand mining management.
