the first category, the encouraged category

, the encouraged investment projects shall be examined, approved or filed in accordance with the relevant national investment management regulations; Financial institutions are encouraged to provide credit support in accordance with the principle of marketization. Other preferential policies for encouraged investment projects shall be implemented in accordance with the relevant provisions of the State.

The second category, the restricted category

The third category, the elimination category

, prohibits investment in the elimination category. All financial institutions should stop all forms of credit support and take measures to recover the loans that have been granted; all regions, departments and relevant enterprises should take effective measures to eliminate them within the prescribed time limit. During the elimination period, the competent price department of the state may raise the price of power supply. Production processes, technologies, equipment and products that are explicitly eliminated by the State shall not be imported, transferred, produced, sold, used or adopted.
