the Guiding Catalogue for Industrial Structure Adjustment of the National Development and Reform Commission

, 2023 (2023 edition). Please pay attention to the contents concerning the daily-use glass industry in the draft:

the first category, the encouraged category

, the encouraged investment projects shall be examined, approved or filed in accordance with the relevant national investment management regulations; Financial institutions are encouraged to provide credit support in accordance with the principle of marketization. Other preferential policies for encouraged investment projects shall be implemented in accordance with the relevant provisions of the State.

The second category, the restricted category

, prohibits investment in new projects that belong to the restricted category. Investment management departments shall not examine and approve, financial institutions shall not grant loans, and departments of natural resources, construction, ecological environment, water conservancy, market supervision, fire control and customs shall not go through relevant formalities. Those who carry out investment and financing construction in violation of the regulations shall be investigated for the responsibility of the relevant units and personnel. For the existing production capacity that belongs to the restricted category, enterprises are allowed to take measures to upgrade within a certain period of time, and financial institutions continue to support it in accordance with the principle of credit. The relevant departments of the state should follow the principle of survival of the fittest and implement classified guidance in accordance with the requirements of optimizing and upgrading the industrial structure.

The third category, the elimination category

, prohibits investment in the elimination category. All financial institutions should stop all forms of credit support and take measures to recover the loans that have been granted; all regions, departments and relevant enterprises should take effective measures to eliminate them within the prescribed time limit. During the elimination period, the competent price department of the state may raise the price of power supply. Production processes, technologies, equipment and products that are explicitly eliminated by the State shall not be imported, transferred, produced, sold, used or adopted.
