On July 14, the People's Government of Zhengzhou City, Henan Province, issued the General Plan for Mineral Resources of Zhengzhou City (2021-2025), which clearly proposed to optimize the mining structure and make efficient use of mineral resources. By 2025, the number of mines in the city will be controlled within 150, and the proportion of large and medium-sized solid mines will be more than 40%. During the

planning period, the annual output of limestone for building stone in Zhengzhou City, Henan Province is controlled at 56 million tons per year; 6 centralized mining areas are divided, and no more than 14 limestone mining rights for building stone are planned to be put into operation, with a total predicted resource reserve of 925 million tons.

In addition, the three-level sand and gravel supply pattern and requirements of "provincial base-regional center-self-sufficiency" designated by provincial planning shall be implemented, and the mining scale of new building stone mines shall not be less than 3 million tons per year. The management of mining rights of

sand and soil mineral resources should strictly abide by the principles of unified planning, centralized mining and standardized management, and promote the intensive and large-scale development and utilization of mineral resources. During the planning period, the existing mining rights will be effectively renovated, and a green mining development model with high scientific and technological content, low resource consumption and low environmental pollution will be constructed in an all-round way.

The plan is clear, focusing on the historical formation, the difficulty of restoration and control, and the remaining damaged areas that still have mining conditions, giving priority to the establishment of mining rights, and adopting comprehensive development. In view of the closed and withdrawn building stone mine areas, according to the access conditions of "closing small and opening large", the mining rights are re-planned and set up to realize intensive and large-scale development. In principle, no mining rights for sand and gravel minerals will be set up in other areas.

Planning requirements, actively promote the transfer of mining rights "net ore". Establish a "net ore" transfer mechanism of mining rights with "government co-ordination and department coordination", and implement "net ore" transfer in open-pit mines in an all-round way. The proposed transfer project shall be negotiated by the provincial, municipal and county natural resources departments, and the relevant requirements of green mine construction, mine geological environment protection and land reclamation shall be included in the transfer contract.

The plan proposes to strengthen the supervision and management of mineral resources development and utilization. We will make full use of scientific and technological means such as the "Internet +" system, satellite remote sensing, unmanned aerial vehicles, and big data analysis to strengthen supervision over the utilization of mineral resources and the fulfillment of legal obligations, and intensify the investigation and punishment of illegal mining of mineral resources.

It is understood that the sand and gravel mineral resources in Zhengzhou City, Henan Province are mainly distributed in Xinzheng City, Xinmi City, Dengfeng City, Xingyang City and Gongyi City. In order to ensure the supply of sand and gravel resources for the construction of the national central city, the occurrence characteristics, development and utilization status, mine ecological restoration and other factors of the sand and gravel mineral resources in Zhengzhou City should be taken into account comprehensively. In Xingyang City, Dengfeng City and Gongyi City, the mining rights of sand and soil minerals are mainly set up and centralized mining areas are divided. During the

planning period, Zhengzhou made it clear that it would promote the green and high-quality development of mining economy, strengthen the exploration of clean energy such as geothermal and coalbed methane, optimize the structure and layout of resource utilization, eliminate backward production capacity, improve the efficiency of mineral resources development and utilization, popularize the construction of green mines in an all-round way, and significantly improve the ecological environment of mines.

The level of saving and comprehensive utilization of refractory ores, low-grade ores, associated ores and emerging minerals has been improved; the output value of mining industry has gradually stabilized, and the level of saving and comprehensive utilization of mines has been significantly improved, forming a high-quality development pattern of mining industry with high efficiency, environmental friendliness and harmony between mines and land.

Strict control of new open-pit mines. New open-pit mines must comply with the approved mineral resources planning and the national and provincial policies on the management of open-pit mines; it is forbidden to build new stone mines with an annual output of less than 100,000 cubic meters or with small resources; it is forbidden to build scattered open-pit mine projects.
