据宁夏发改委发布，依据《自治区工业和信息化厅关于全区2023年钢铁、水泥、电解铝行业实施阶梯电价政策专项监察情况的函》，宁夏赛马水泥有限公司等23家水泥生产企业2022年可比水泥综合电耗均达到《水泥单位产品能源消耗限额》（GB16780-2012）规定，根据《国家发展改革委工业和信息化部关于水泥企业用电实行阶梯电价政策有关问题的通知》（发改价格〔2016〕75号）等规定，上述企业用电均执行阶梯电价第一档，不加价。
