2022 is the sprint year to implement the Central Committee of the Communist Party of China, the State Council and the Ministry of Housing and Urban-Rural Development on vigorously developing the incremental quality improvement of prefabricated buildings. Municipalities and prefectures describe the new development pattern with practical actions, promote the implementation of the spirit of the 20th National Congress of the CPC and the 12th Party Congress of the province in the field of housing construction, strengthen organizational leadership, establish and improve the working mechanism, improve the supporting policies and technical standards system, cultivate market players, stimulate market demand, and steadily develop prefabricated buildings in Hubei Province. Relevant information is now reported as follows:
I. Overall Development
(I) Policies and measures have been continuously refined. The Ministry of Housing and Construction issued the Guiding Opinions on Promoting the Cooperative Development of Intelligent Construction and Building Industrialization, Several Opinions on Accelerating the Development of New Building Industrialization, and the Implementation Opinions of the Provincial Housing and Urban and Rural Construction Department on Promoting the Development of New Building Industrialization and Intelligent Construction (E Jianwen [2021] 34). Municipalities and prefectures formulate policies and measures in a timely manner and implement them in detail. Wuhan issued the Notice on Promoting the Coordinated Development of New Building Industrialization and Intelligent Construction, creating a positive list of project construction, and clarifying the planning, design and construction requirements of new buildings in key areas in accordance with the assembly building standards; Yichang City issued the Notice on Promoting the Development of Assembled Buildings in an All-round Way to promote 100% assembly construction of civil and industrial buildings in central cities; Huanggang City and Jingzhou City manage the whole process of project establishment and planning, bidding and design, construction and pre-sale, production and testing, construction supervision and completion acceptance of prefabricated buildings to ensure that prefabricated projects are constructed in accordance with the prescribed standards; Shiyan City takes government investment projects as a breakthrough point, giving priority to assembly construction in schools, hospitals, security houses, shantytowns, large public buildings and other projects, playing a leading role in demonstration.
(2) The speed of development has been significantly improved. After early policy incentives, strengthening the foundation, cultivating the main body and expanding the market, the development of prefabricated buildings has entered the fast lane. In 2022, except Enshi Prefecture, all other cities and States completed their annual target tasks, showing a trend of rapid development and large increment in large and medium-sized cities, stable development and slow growth in small and medium-sized cities.
From the perspective of development speed, the newly constructed prefabricated buildings in the whole province are 38.023 million square meters, an increase of 51.6% over the same period of last year, and the annual target task completion rate is 118. The total annual tasks completed by Wuhan, Yichang and Xiangyang account for 72.6% of the total tasks completed by the whole province; The annual growth rates of Huanggang City, Huangshi City and Xiaogan City reached 198.0%, 157.8% and 154% respectively.
From the perspective of structural form, the newly constructed prefabricated buildings in the province are mainly concrete buildings. Newly commenced prefabricated concrete structure buildings are 20.693 million ㎡, accounting for 54.4% of the newly commenced prefabricated buildings, with a year-on-year growth rate of 55.9%; steel structure buildings are 14.615 million ㎡, accounting for 38.4% of the newly commenced prefabricated buildings, with a year-on-year growth rate of 37.9%; Wood structure and other mixed structure buildings are 2.715 million m2, accounting for 7.2% of the newly constructed prefabricated buildings, with a year-on-year growth rate of 124.
From the perspective of industrial chain development, 86 production bases will be built by 2022. Among them, there are 41 precast concrete structure bases with an annual design capacity of 6.5 million m ³, 43 steel structure bases with an annual design capacity of 3.1 million t, and 2 wood structure bases with an annual design capacity of 250,000 m2. There are 16 production bases under construction, 65 enterprises with experience in assembly building design, covering 16 cities and States, and three relatively concentrated assembly building industrial agglomeration areas in Wuhan, Eastern Hubei and Western Hubei have been initially built.
(3) The development pattern is gradually clear. First, the trend of hierarchical promotion is obvious. With Wuhan, Yichang and Xiangyang as representatives, the work has been carried out around the goal of high-quality construction and high-quality construction, and has played a leading role in the implementation of scale and technical quality management level, with the annual target task completion accounting for more than 70% of the province's total; At present, other small and medium-sized cities and the vast rural areas mainly focus on the application of some standardized components and parts to take the road of industrial construction with low assembly rate. Second, the leading role of leading enterprises is prominent. Leading assembly building enterprises have made new breakthroughs in equipment upgrading, technology research and development, and innovation capabilities. Among them, the China Construction Third Engineering Bureau has developed an integrated platform for intelligent construction, and the CCCC Second Harbor Engineering Co., Ltd. has developed a cloud platform for digital intelligent construction, which has improved the standardization, integration and intelligence level of building construction; the Southern Metallurgical Corporation and the China Railway Major Bridge Engineering Co., Ltd. have developed a BIM collaborative platform to improve the quality of project construction and the level of project site refinement; The 11th Bureau of China Railway has established the Engineering Digital Science and Technology Research Center to independently develop relevant professional algorithms. These leading enterprises gather superior resources, strengthen the integration of innovation chain and industrial chain, and go out of the high-quality development path of efficient integration and allocation of resources, efficiency and efficiency. Third, timely adjustment of industrial structure. In order to cope with the impact of environmental changes at home and abroad and promote the structural reform of the supply side of the construction industry, the types of prefabricated building structures have also been adjusted and changed. The number of infrastructure construction projects using steel structure assembly in our province has increased significantly, and 57 steel structure enterprises have expanded their business scope to the field of municipal infrastructure. The proportion of new prefabricated steel structure buildings in new prefabricated buildings in the whole province has also increased from 42.3% in 2021 to 52 in 2022.
2. Existing problems
Although the prefabricated buildings in Hubei Province have shown a steady development trend of increasing support, obvious improvement of quick results and continuous consolidation of capacity. But on the whole, there are still some unfavorable factors to be solved urgently, which are mainly manifested in the following aspects:
(1) The quality of development needs to be improved. From the completion of the target task of prefabricated buildings, although most cities and States have completed the overall target of the new prefabricated building area. However, according to the project information reported by the statistics, most of the newly started assembly projects in Xiaogan, Xianning, Huangshi, Shiyan, Jingmen, Suizhou, Tianmen, Xiantao and Qianjiang are industrial buildings, which is due to the influence of multiple factors such as the national macro-control of real estate and the new coronavirus epidemic. On the other hand, some cities and States do not pay enough attention to the assembly construction of civil construction projects, which leads to the low quality of assembly construction development in the whole province.
(2) The implementation of supporting policies is not effective. Although cities and States have issued a series of policy documents to support the development of prefabricated buildings, the supporting policies are more flexible and less rigid, with more macro directions and less specific operations. The supporting policies on land, finance, taxation and finance are too general to be implemented and can not effectively support the development of prefabricated buildings.
(3) Constraints still exist. First, the degree of standardization is low. A large number of non-standard size parts and interfaces are used in the project, and the degree of standardization, stereotyping and generalization is low, so only the fixed die table can be used for non-standardized production. Second, the construction period is long. The construction unit does not have a comprehensive understanding of the prefabricated building; the design unit does not pay enough attention to the production and construction of components. At this stage, it is generally designed according to the cast-in-place concrete structure and then deepened by the production enterprise, which does not play a strong role in linking up and guiding the production and construction organization, resulting in the increase of cost and construction period. Third, the proportion of allocation is low. Municipalities and States generally adopt the transitional practice of allocating 30% -50% of the assembly area for a single project, which weakens the advantages of scale and increases the cost of mould turnover, project management and equipment leasing.
3. The next step requires that
this year be the beginning of the full implementation of the spirit of the 20th National Congress of the Party and the key year for the implementation of the deployment of the 12th Party Congress of the province. Municipalities and prefectures should adhere to the goal orientation, keep a close eye on weak links and problems, improve work performance, and intensify efforts to promote the industrialization and intelligent construction of new buildings in accordance with the implementation opinions of the Provincial Housing and Urban-Rural Construction Department and other departments on promoting the industrialization and intelligent construction of new buildings (E Jianwen [2021] 34) and the implementation plan of the region. Promote the high-quality development of the construction industry in our province.
(1) Gather joint efforts to implement the main responsibility. Municipalities and States should clarify the tasks and objectives of the development of prefabricated buildings in 2023, and decompose the tasks and objectives in time, so as to highlight the focus of the development of prefabricated buildings and have a definite aim. Establish the working mechanism of "the main leaders should focus on the overall situation, the responsible leaders should focus on the specific situation, and the functional departments should focus on the implementation".
(2) Improve the position and intensify the promotion efforts. Municipalities and prefectures should implement the spirit of the national and provincial "14th Five-Year Plan" and related documents, speed up the landing of assembly building projects and encourage the construction of high-quality assembly housing projects in accordance with the annual target tasks. It is necessary to establish a long-term mechanism, enhance the coordinated promotion ability of departments, and provide timely follow-up service guidance for projects that meet the implementation conditions of prefabricated buildings; to increase the proportion of prefabricated projects, key cities such as Wuhan and Yichang should do a good job of implementation and take the lead, and other cities and States should promote synchronously and catch up. Strictly implement the monthly report system of prefabricated buildings and strengthen dynamic management. It is necessary to summarize and refine the implementation experience in a timely manner, increase publicity efforts, and enhance the initiative and enthusiasm of all parties to implement prefabricated buildings.
(3) Consolidate the foundation and strengthen the publicity and implementation of standards. Hubei Provincial Department of Housing and Urban-Rural Development issued "Hubei Province Prefabricated Concrete Structure Housing Main Component Size Guide" and "Hubei Province Prefabricated Concrete Building Standardized Component Library" (referred to as "One Guide and One Library"), which are applicable to the design of prefabricated concrete structure housing and the production of prefabricated components in the whole province, and can provide strong technical guidance and standardized design methods for designers. Municipalities and prefectures should promote the linkage of industries and enterprises in the region, expand the promotion effect of "one guide and one database", gradually establish a standardized production system with wide dissemination, high recognition and strong practicability, and promote the industrialization, digitalization and green transformation and upgrading of the construction industry.
(4) Strengthen supervision and achieve annual goals. Municipalities and prefectures should adhere to the target responsibility assessment as the carrier, focus their work on the whole process of follow-up and supervision of various objectives and tasks, strengthen regular supervision and inspection, timely check and fill gaps, make the "antenna" of the work follow the target, and give full play to the important role of peacetime supervision in tracking the progress of work and promoting the implementation of the work. Ensure the completion of the target task of assembly building in 2023.
