Recently, the Huaihe River Commission issued four river sand mining licenses through the government service platform of the Ministry of Water Resources, which is the first time that the Huaihe River Commission has carried out the river sand mining license since the implementation of the "River Sand Mining Plan for Important River Sections in the Huaihe River Basin (2021-2025)", and is also the first batch of electronic licenses for river sand mining in China. 2021, when the Ministry of Water Resources approved the "Planning for Sand Mining in Important River Sections of the Huaihe River Basin (2021-2025)" (hereinafter referred to as the "Planning"), the Huaihe River Commission has actively promoted the implementation of the "Planning" and promoted the licensing of sand mining in directly managed rivers and lakes. The first is to carry out comprehensive investigation and demonstration, organize on-site investigation of 19 planned mineable areas in the directly managed river section for many times, draw up annual mining plans according to the situation of the mining area, carry out the work of "one sand field and one demonstration", and organize the preparation and approval of the annual sand mining implementation plan of Yihe River and Shuhe River (Shandong Section); Secondly, according to the new requirements of the Ministry of Water Resources, such as "promoting intensive, large-scale and standardized mining", strictly abide by the relevant laws and regulations of bidding and tendering, and organize and complete the bidding work of four sand yards through the electronic trading platform of Anhui Water Resources Department; Thirdly, strict license examination and management, based on the approved "Planning" and the annual sand mining implementation plan, strictly examine the application materials for sand mining license of the winning bidder, and resolutely safeguard the seriousness and authority of the "Planning"; Fourthly, we should improve the efficiency of information supervision and build an information system for sand mining management in Yishusi Bureau, which has the functions of electronic weighbridge automatic weighing, sand mining area management, remote monitoring and management, real-time data upload, and background statistical analysis, so as to upgrade the means of supervision; Fifthly, we should implement the system of mining and transportation management sheets, implement the requirements of the Notice on Implementing the System of River Sand and Stone Mining and Transportation Management Sheets issued by the Ministry of Transport of the Ministry of Water Resources, and adopt five sheets of river sand and stone mining and transportation management with unified format and content in four mining areas in light of the actual situation of sand mining management in directly managed rivers and lakes, so as to ensure the orderly and controllable management of river sand mining; Sixthly, actively implement the requirements of the Notice on Promoting the Application of Electronic License for Sand Mining in Rivers issued by the General Office of the Ministry of Water Resources, and take the lead in applying electronic license for sand mining in rivers and lakes under direct management, thus realizing the "one-stop" processing of sand mining license approval and electronic license issuance.
