On July 14, the Shaanxi Provincial Department of Industry and Information Technology issued the Notice on Organizing and Developing the National Industrial Energy Conservation Supervision Work in 2023, which determined that the total number of special energy conservation supervision tasks was 95, including 5 cement enterprises.
The notice is as follows:
of supervision (1) Special supervision of energy efficiency in key industries. Based on the work in 2021 and 2022, Special supervision on energy efficiency of green benchmarking enterprises of iron and steel, coking, ferroalloy and cement (with (II)"). In accordance with the requirements of special energy efficiency supervision in key industries and key areas, the first six batches of green factories and the first three batches of national green data centers issued by the Ministry of Industry and Information Technology were comprehensively monitored for energy efficiency. If there is no mandatory energy consumption quota standard requirement in the subdivision industry of green factories, only the implementation of mandatory energy efficiency standards for products and equipment shall be checked.
(3) Special supervision on the implementation of rectification of enterprises violating regulations in 2022. Enterprises with energy consumption exceeding the quota and other enterprises violating energy-saving laws and regulations found in the industrial energy-saving supervision work in 2022 were "looked back". Those who fail to rectify or rectify in accordance with the requirements shall be dealt with in accordance with the law and regulations.
The specific implementation standards are detailed in the special supervision work manual of each industry.
3. Division of
tasks (1) Special supervision on the implementation of rectification of enterprises violating regulations in 2022. The implementation of the rectification of one enterprise with excessive energy consumption in Yulin City is supervised by the Xi'an Energy Conservation Supervision Detachment.
(2) Special supervision of energy efficiency in key industries (38 + 22). The special supervision of 21 enterprises in Fugu County of Yulin City and 17 enterprises in Shenmu City was completed by Shaanxi Energy Conservation Center; the special supervision of 4 enterprises in Baoji City, 7 enterprises in Hancheng City, 3 enterprises in Hanzhong City, 2 enterprises in Shangluo City, 2 enterprises in Tongchuan City, 1 enterprise in Yan'an City and 3 enterprises in Yulin City was completed by Xi'an Energy Conservation Supervision Detachment. The two supervisory institutions are requested to carry out on-site supervision in strict accordance with the relevant requirements, and to issue supervision reports and summary tables of special supervision results.
(3) Special supervision on energy efficiency of green benchmarking enterprises (34). The special supervision of 23 enterprises in Xi'an, 5 in Baoji, 3 in Weinan, 1 in Ankang, 1 in Shangluo and 1 in Hancheng is completed by the Xi'an Energy Conservation Supervision Detachment.
(4) Responsibilities and tasks of the competent departments of industry and information technology at all levels. The Provincial Office of Industry and Information Technology is responsible for the organization and management of the special supervision of industrial energy conservation in the whole province, focusing on the coordination of the two supervisory bodies to the relevant municipalities (districts), summarizing the supervision work and reporting it to the Ministry of Industry and Information Technology. The competent departments of industry and information technology of the relevant cities and counties (districts) shall be responsible for linking up the supervision work carried out by the two supervision institutions in the region, urging the supervised enterprises to make relevant preparations and complete the collection, review, summary and reporting of the Self-inspection Report on Energy Consumption Quota of * * Unit Products (hereinafter referred to as the Self-inspection Report).
4. Supervision arrangement
The special supervision work of the whole province is divided into three stages: enterprise self-examination, implementation supervision and work summary.
(1) Enterprise self-examination stage (July 11-July 31, 2023). Under the guidance of the competent departments of industry and information technology of cities and counties (districts), the relevant enterprises within their respective jurisdictions shall conscientiously conduct self-examination and complete the Self-Examination Report in strict accordance with the national energy consumption quota standards and the requirements of the Handbook for Special Supervision of Industrial Energy Conservation in Key Industries issued by the Ministry of Industry and Information Technology. (II) Implementation Supervision Phase (August 1, 2023 October 31). According to their own reality, Shaanxi Energy Conservation Center and Xi'an Energy Conservation Supervision Detachment formulated specific supervision implementation plans, formed special supervision working groups, and went to various cities to organize and implement on-site verification. The time for supervision in various cities shall be notified separately by the two supervisory organs.
(3) Work summary stage (November 1-November 30, 2023). Shaanxi Energy Conservation Center and Xi'an Energy Conservation Supervision Detachment completed the summary report of special supervision work according to their respective tasks and supervision conditions, including each enterprise supervision report, the summary table of special task inspection results and the Summary Table of Implementation of Energy Consumption Quota Standard for Unit Products of Shaanxi Enterprises in 2023 (Annex 2). It will be reported to the Provincial Office of Industry and Information Technology before December 1, 2023. The Provincial Department of Industry and Information Technology will submit to the Ministry of Industry and Information Technology a summary of the national major industrial energy conservation supervision work in Shaanxi Province in 2023 as required, and organize two supervisory agencies and relevant municipal (district) industry and information departments to hold a summary and exchange meeting on energy conservation supervision work in due course.
5. Work requirements
(1) Strengthen organizational leadership. To carry out special supervision of industrial energy conservation is an important measure to implement the Energy Conservation Law and the Measures for the Management of Industrial Energy Conservation. It is a key task arranged by the Ministry of Industry and Information Technology this year. It is also a concrete action to promote enterprises to save energy and improve energy efficiency and promote industrial green transformation in accordance with the requirements of high-quality development. The competent departments of industry and information technology at all levels should attach great importance to it, earnestly strengthen leadership, carefully arrange deployment, coordinate and cooperate well, and complete the special supervision tasks in the region on time.
(Two) carry out supervision according to law. In the process of implementing supervision, the two supervisory organs should strictly comply with energy-saving laws and regulations, energy consumption quota standards and major policy requirements, and carry out various energy-saving special supervision tasks. At the same time, in the process of supervision, we should adhere to the principle of seeking truth from facts, objectivity and impartiality, truthfully reflect and record the supervision and inspection of the supervised objects, and ensure the fairness and legitimacy of supervision.
(3) Strengthen fund management. In strict accordance with the requirements of the Notice of the Ministry of Industry and Information Technology on the Issuance of the Interim Measures for the Management of Industrial Energy Conservation Supervision System and Mechanism Construction Projects (Ministry of Industry and Information Technology Section [2016] 228), we should manage and make good use of the supervision subsidy funds. In principle, the travel expenses for on-site supervision shall account for more than 45% of the total expenditure, the conference and training expenses shall account for less than 25% of the total expenditure, the external expert consultation, testing, testing and material expenses shall account for less than 25% of the total expenditure, and other expenses shall be controlled within 5% of the total expenditure.
