Recently, the National Development and Reform Commission and the General Administration of Market Supervision issued the Notice on Further Strengthening the Upgrading and Application of Energy-saving Standards (FGHZG [2023] No.269). The circular pointed out that we should continue to promote the upgrading and application of energy-saving standards, support energy-saving and carbon-reducing transformation in key areas and industries, accelerate the development and application of advanced energy-saving and carbon-reducing technologies, and resolutely curb the blind development of projects with high energy consumption, high emissions and low levels.

The circular pointed out that the energy consumption quota requirements for key energy-using industries should be steadily raised. The mandatory energy consumption quota standards for key energy-using industries are divided into advanced value, access value and limit value. Among them, the advanced value refers to the leading level of domestic or international energy efficiency in the same industry, and in principle, its value shall represent the energy efficiency level of the top 5% of the industry; the access value refers to the energy efficiency level that must be met by the new capacity of new construction and expansion projects, and in principle, its value shall represent the energy efficiency level of the top 20% of the industry; The minimum allowable value is the energy efficiency level that must be achieved by the production of stock enterprises, which should be based on the principle of eliminating a certain proportion of the existing backward production capacity with high energy consumption, and about 20% of the backward products and production capacity should be eliminated on the basis of energy-saving transformation.

According to the national standard of the Norm of Energy Consumption per Unit Product of Cement (GB 16780-2021), the norm of energy consumption per unit product of Grade 1 is equivalent to the advanced value of the industry; Grade 2 is equivalent to the access value of new construction, reconstruction and expansion projects; Grade 3 is equivalent to the minimum allowable value. Among them, the comparable comprehensive energy consumption per unit product of cement clinker Grade 1 is equivalent to the benchmark level of energy efficiency in the industry; Grade 3 is equivalent to the benchmark level of energy efficiency in the industry. calls for strengthening the application, implementation, supervision and inspection of energy-saving standards, and strictly enforcing the national energy-saving standards. In the energy conservation review of fixed assets investment projects, the mandatory national energy conservation standards shall be strictly implemented. The energy efficiency level of the main products of new construction and expansion projects must reach the access value of the mandatory energy consumption quota standard of the industry, and the energy efficiency level of the main energy-using products and equipment must reach the mandatory energy efficiency standard level 2. For industries with saturated production capacity, the energy efficiency level of major products should reach the advanced value of the industry's mandatory energy consumption quota standard in principle, and the energy efficiency level of major energy-using products and equipment should reach the mandatory energy efficiency standard level 1 in principle. industry has been saturated and has been surplus for quite a long time. It is also very limited in resolving overcapacity. According to the news from the "2023 China Cement Industry Summit" sponsored by China Cement Network, some provinces (regions) will stagger the peak for 204 days in 2022, an increase of 70 days over 2021. Although new projects need to implement the capacity replacement policy, in practice, a considerable number of projects can be implemented without formulating a capacity replacement plan (that is, the so-called 1:1 equivalent replacement), which has no "contribution" to resolving overcapacity.

According to the requirements of energy saving and comprehensive utilization in the Standard Conditions of Cement Industry (2015 edition) (MIIT Announcement No.5 of 2015), the energy consumption limit of unit product shall be implemented in accordance with the Energy Consumption Limit of Cement Unit Product (GB 16780). That is to say, the energy consumption quota per unit product of new (renovated and expanded) projects should reach the energy consumption quota level 2 (access value). In November

2021, the National Development and Reform Commission and other five departments issued the Energy Efficiency Benchmarking Level and Benchmark Level in Key Areas of High Energy-consuming Industries 2021 Edition (Development and Reform Industry [2021] 1609). The document clearly States that the proposed and under construction projects should be implemented in accordance with the level of energy efficiency benchmarking, and the level of energy efficiency should be fully promoted, so as to achieve the level of benchmarking in an all-round way. That is to say, we must reach the access value and strive to reach the benchmark value, that is, the advanced value.

In the recent energy-saving review of cement investment projects, the basic bottom line is to reach the access value (level 2). For example, the Development and Reform Commission of Yunnan Province approved the energy-saving report of China Resources Cement (Heqing) Co., Ltd. for the project with a daily output of 4000 tons of clinker. According to the Energy Consumption Quota for Unit Product of Cement (GB16780-2021), all energy consumption indexes of the project have reached the access value of energy consumption per unit product of new enterprises in GB16780, meeting the requirements of energy consumption quota level 2. It also meets the requirements of the National Development and Reform Commission and other departments that the energy efficiency level of projects under construction should not be lower than energy consumption quota access value of the industry in the Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas (Development and Reform Industry [2021] 1464). Among them, the comprehensive coal consumption per unit product of clinker and the comprehensive energy consumption per unit product of clinker have reached Grade 1. The comprehensive power consumption of clinker per unit product also reached level 1 after being corrected according to the local altitude. The number of indicators reaching level 1 accounts for 60%. The comprehensive energy consumption of cement per unit product and the power consumption of cement preparation section are the indicators that reach Grade 2 but not Grade 1.

According to the latest requirements of the Notice, the energy efficiency level of the main products of new (renovated and expanded) cement projects should, in principle, reach the advanced value of the mandatory energy consumption quota standard of the industry. The energy efficiency level of China Resources Cement (Heqing) Co., Ltd. with a daily output of 4000 tons of clinker is still insufficient, which should be slightly improved to fully meet the level 1standard of energy consumption quota.

The 2021 edition of Energy Efficiency Benchmarking Level and Benchmark Level in Key Areas of High Energy-consuming Industries clearly States that the scope of key areas, benchmarking level and benchmark level should be supplemented, improved and dynamically adjusted according to the development of the industry and the revision of energy consumption quota standards. Therefore, the revision and tightening of energy consumption quota standards, benchmarking levels and benchmark levels are always on the way. The Notice also proposes to regularly evaluate the implementation effect of energy-saving standards in key areas, and timely take the evaluation results as an important basis for updating and upgrading standards. Explore the implementation of the standard dynamic transformation mechanism, and timely adjust the advanced value of the mandatory energy consumption quota standard and the level 1 of the mandatory energy efficiency standard to the limit value and the level 2 respectively. Therefore, the updating and upgrading of energy-saving standards will be normalized.

Four enterprises in the cement industry , such as Huaxin Cement (Huangshi), have entered the list of energy efficiency "leader" enterprises. The "leading" index level is 8-13% better than level 1standard. Therefore, from the practice of the "leader" of energy efficiency in the industry, it should be feasible for new construction and expansion projects to reach the level 1standard.
