In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, practice Xi Jinping's thought of ecological civilization, and do a solid job in the management of river sand mining, the Department of River and Lake Management of the Ministry of Water Resources, together with the Sand Administration Bureau of the Yangtze River Commission, went to Sichuan Province from March 16 to 17 to investigate the management of river sand mining.
The research team inspected the loading points of Wumu piles in Shehong City of Suining, Xinhong Sandstone Factory in Shehong City, Hexi Sandstone Yard in Jialing District of Nanchong and Yangkou Sandstone Factory on the spot to understand the information construction and management of river sand and gravel, and held a symposium in Suining City to discuss the management of river sand mining at the ministerial, provincial, municipal and county levels. The Ministry of Water Resources and the Yangtze River Commission highly affirmed the achievements of river sand mining management in Sichuan Province.
The research team pointed out that the management of river sand mining in Sichuan Province has achieved remarkable results and highlights: First, the combination of dredging and blocking has achieved remarkable results. While standardizing the planning permission of river sand mining and the comprehensive utilization of dredged sand, we should do a good job in cracking down on illegal sand mining, effectively supervise and rationally utilize sand and gravel resources; Second, the construction of laws and regulations is continuously standardized. The provincial, municipal and county levels actively explore and continuously establish and improve the management laws and regulations of sand mining in rivers, make up for the shortcomings of the management system of sand and gravel in rivers, and standardize the supervision of sand and gravel resources in rivers. Third, the departments cooperate effectively. The departments of water conservancy, public security and transportation fully perform their functions and responsibilities, strengthen coordination and cooperation, and effectively plug the loopholes in supervision; The fourth is the effective application of information technology, the establishment of river sand mining information monitoring platform, the use of intelligent means to strengthen the sand-related supervision; the fifth is the remarkable results of reform and innovation, the extensive implementation of intensive, unified and standardized mining mode, to solve the problem of river sand mining supervision.
The research team requests that we should tighten the chord of river sand mining management, continue to do a good job of river sand mining management with more practical measures, strictly prevent the rebound of illegal sand mining, and always maintain the stable and controllable order of river sand mining.
