On July 14, Ledong Li Autonomous County of Hainan Province issued an administrative penalty decision. According to the

notice, at the concrete mixing station 6 kilometers from the high-speed intersection of Chigong Village, Jiusuo Town, Ledong County, Hainan Province, sand and other dust-prone materials were piled up in the factory area of Huarun Concrete (Ledong) Co., Ltd., and no effective covering measures were taken to cause dust pollution in the environment. It

violates the provision of Article 72 of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution: "Materials that are likely to produce dust, such as coal, coal gangue, coal cinder, coal ash, cement, lime, gypsum and sandy soil, shall be sealed; if they cannot be sealed, tight enclosures not lower than height of the stacked materials shall be set up, and effective covering measures shall be taken to prevent and control dust pollution".
