Recently, Hebei Provincial Department of Ecology and Environment issued "Handan BBMG Taihang Cement Co., Ltd. 2 × 4500t/d Cement Kiln Co-processing Solid Waste Production Line Relocation Project Acceptance Open" and "Xingtai BBMG Yongning Cement Co., Ltd. Production Line Technical Transformation Project Approval Decision Announcement". According to the content of the announcement, Handan BBMG's two 4500 t/d production line projects have been accepted, and Xingtai BBMG's production line project is planned to pass the EIA, with the replacement ratio of 1:1. Since
2012, the Fengfeng Mining District Committee and the District Government have put forward new development ideas such as changing the mining area into a scenic spot and global tourism. In 2012, Xiangtang Mountain Scenic Spot was approved as the national Xiangtang Mountain Scenic Spot (Guo Han (2012) No.180). In order to protect the ecological environment and respond to the requirements of the Implementation Plan for the Relocation of Heavily Polluted Industrial Enterprises in Fengfeng Mining Area in 2020, Handan BBMG Taihang Cement Co., Ltd. plans to relocate the existing cement clinker production line to the new energy chemical industrial park of Hebei Fengfeng Economic Development Zone, and build 2x4500t/d cement kiln co-processing solid waste production line. The
construction of the project mainly includes the construction of a daily clinker output of 9,000 tons, an annual clinker output of 2.97 million tons, an annual cement output of 3.8 million tons, an annual disposal of 155,000 tons of domestic waste, and a supporting construction of a 15 MW low-temperature waste heat power generation system. Two ф4.7x74m rotary kilns, double-series six-stage cyclone preheaters, fourth-generation cooler, raw material roller press finish grinding, roller coal mill, cement grinding and finished product storage and delivery system will be
relocated. Production and living auxiliary facilities such as limestone conveying belt conveyor in limestone crushing station, limestone homogenization silo, sandstone crushing and sandstone, raw coal homogenization silo, combined storage of raw materials and fuels, SCR denitrification system, desulfurization system, 15MW pure low-temperature waste heat power generation, domestic waste disposal system, central control room and office building will be constructed simultaneously. After the implementation of the project, the clinker and cement production capacity will be relocated to the new energy and chemical industry park of Hebei Fengfeng Economic Development Zone, and the existing production lines and supporting facilities will be dismantled. On January 16,
2023, Hebei Provincial Key Construction Leading Group Office issued the Notice on Printing and Distributing the List of Key Construction Projects of Hebei Province in 2023 (Ji Chong Ban [202371 No.]), bringing this project into the management of provincial key projects.
Main conclusions
The land occupied by this project is industrial land, and the site selection meets the requirements of industrial layout and land use layout planning of Fengfeng Economic Development Zone in Hebei Province, as well as the requirements of urban and rural planning. The project has adopted perfect pollution control measures and formulated perfect environmental management and monitoring plans, which can ensure that all kinds of pollutants such as waste gas and noise are discharged up to the standard, all solid wastes are comprehensively utilized or properly disposed, and the project meets the requirements of atmospheric environmental protection distance. At the same time, the project will implement the total amount trading system in accordance with the regulations. The project will not have significant impact on the surrounding air environment and acoustic environment, and the impact on the regional groundwater environment and soil environment is acceptable, and the environmental risk is at an acceptable level. According to the conclusion of the public participation survey conducted by the construction unit, no public objection has been received.
Therefore, from the perspective of environmental protection, this assessment considers that the construction of the project is feasible.
According to Hebei Provincial Department of Industry and Information Technology, the relocation plan for the construction project of Handan BBMG Taihang Cement Co., Ltd. with a daily output of 9000 tons of cement clinker is as follows:
The project is located in the east of Zhangcun Village, Shahe City, Xingtai City, and in the factory area of Xingtai BBMG Yongning Cement Co., Ltd. Using the capacity of two existing 2000 tons/day cement clinker production lines, a 4000 tons/day cement clinker production line will be rebuilt, and a 7.5 MW low-temperature waste heat power generation system will be built. It mainly constructs a rotary kiln with a diameter of 4.6 X 68 meters, a double-series six-stage suspension preheater, a fourth-generation pen cooler, a roller coal mill, etc., and the raw material mill system remains unchanged; it constructs an alternative fuel workshop, a SMP system for co-disposal of hazardous wastes, and the original hazardous waste disposal system remains unchanged; Construct 48.5 X 200m auxiliary raw material pre-homogenization yard and other auxiliary facilities to complete intelligent upgrade. After the completion of the
project, the daily output of cement clinker will be 4000 tons, the co-disposal of hazardous waste will be 20000 tons per year, and the rotary kilns of the existing two cement clinker production lines will be completely dismantled and withdrawn.
The project is in line with the national industrial policy, and the Provincial Department of Industry and Information Technology has announced the capacity utilization plan of the project; the Provincial Development and Reform Commission has put it on record with "Ji Fa Gai Zheng Fu Bei Zi [2023] No.184", and approved the energy conservation review of the project in principle with "Ji Fa Gai Huan Zi [2023] No.926". After the full implementation of the ecological environment protection, pollution prevention and control and environmental risk prevention measures proposed in the environmental impact report, the discharge of major pollutants meets the requirements of the total amount control index, and the adverse impact of the project construction on the environment can be mitigated and controlled. From the perspective of ecological environment protection, Hebei Department of Ecology and Environment agrees in principle with the nature, scale, technology, location and environmental protection countermeasures of the construction projects listed in the environmental impact report.
