On July 13, the Shanghai Municipal Development and Reform Commission issued the Notice on the Development and Construction Plan of Onshore Wind Power and Photovoltaic Power Stations in Shanghai in 2023, announcing the list of onshore wind power and photovoltaic power station projects in the renewable energy construction plan of Shanghai in 2023. in accordance with the Administrative Measures for the Development and Construction of Photovoltaic Power Stations (Guo Neng Fa New Regulation [2022] No.104), the Administrative Measures for the Competitive Allocation of Wind Power Projects in Shanghai (Hu Fa Gai Norm [2018] No.13), the Measures for the Development and Construction of Wind Power Projects in 2023, Notice on Matters Relating to the Development and Construction of Photovoltaic Power Generation (Shanghai Development and Reform Energy [2023] No.80), which has been declared by each district, will now be included in the list of onshore wind power and photovoltaic power station projects in the 2023 renewable energy construction plan of our city. The relevant matters are notified as follows:

First, actively promote the development and construction of the project. Development enterprises should assume the main responsibility, accelerate the construction of projects incorporated into the construction plan, strive to approve onshore wind power before the end of the year, start construction of photovoltaic power stations before the end of the year, and connect the projects under construction to the grid as soon as possible. Relevant districts should urge enterprises to implement the requirements of land use, forestry, ecological protection, soil and water conservation and agricultural production of composite photovoltaic power generation projects, such as scenic sites, supporting facilities and roads, and adhere to the principle of adapting measures to local conditions and multi-integrated development. Municipal electric power companies take the initiative to link up the construction sequence of projects incorporated into the construction plan, optimize the power grid construction plan and investment plan arrangement, and ensure that the supporting power transmission project matches the construction sequence of wind and solar projects.

2. Strengthen the application and innovation of technology mode. Onshore wind power and photovoltaic power station projects to be built and under construction shall optimize equipment selection and construct high-efficiency projects in accordance with the latest national renewable energy efficiency benchmarking level and advanced technical index requirements. Enterprises are encouraged to build and apply new materials, new processes, new technologies and intelligent photovoltaic power stations and onshore wind farms. Enterprises are encouraged to carry out R & D and application demonstration of perovskite and other high-efficiency photovoltaic cell technologies, ultra-long and ultra-flexible blade fan technologies, and advanced renewable energy hydrogen production technologies in combination with the actual situation of the project, so as to continuously promote industrial upgrading and reduce costs and increase efficiency.

3. Strengthen the project management of the construction plan. The key information such as the project development enterprise and project site included in the development and construction plan shall not be changed at will. If it is really necessary to change due to objective factors, the development enterprise shall submit an application for information change to the Development and Reform Commission of each district under legal and compliance conditions, and the Development and Reform Commission of each district shall report to the Commission in a timely manner.
