inspection, Yantai Municipal Market Supervision Bureau went deep into the grass-roots level and sank to the front line, always adhered to the principle of "two in one" while investigating and inspecting, closely centered on the key points, difficulties and blockages in the field of cement industry market supervision, fully realized that "the direction of the problem is the direction of investigation", and identified the key points of industry governance and industry development. Strive to make the investigation and research come up with practical measures and do practical things, so that supervision and inspection can see the actual effect and see the real chapter.

In recent years, in order to implement the work of promoting the withdrawal of backward production capacity in Shandong Province in accordance with the law and regulations, Yantai City has prudently promoted the closure and withdrawal of a number of enterprises that fail to meet the standards, and some eliminated cement grinding enterprises have been transformed into mineral powder production enterprises. A small number of illegal enterprises may secretly produce cement products in the name of producing mineral powder and ultra-fine fly ash, which greatly increases the risk of producing cement without a license. Unlicensed cement production disrupts the order of cement market economy, does not conform to the industrial policy of cement production, seriously violates the Regulations of the People's Republic of China on the Administration of Industrial Product Production Licenses and the Measures for the Implementation of the Regulations on the Administration of Industrial Product Production Licenses, and directly threatens the quality and safety of construction projects.

In order to further implement the requirements of the Notice of Shandong Market Supervision and Administration on the Management and Supervision of Production Licenses of Enterprises Related to Cement Elimination of Backward Production Capacity and eliminate the hidden dangers of cement product quality and safety, Yantai Market Supervision and Administration Bureau, according to the problems found in the investigation and research, pointed out and deployed the work of its superiors. The investigation focused on the existing 34 cement production enterprises in Yantai City (including the transformation of the preparation station enterprises after the elimination of backward production capacity) and the mineral powder production enterprises, and investigated whether there were illegal acts such as unlicensed production. During the period of investigation, the enterprises were supervised and inspected in the form of "no greeting, straight to the scene", and within a certain period of time after the initial inspection, the enterprises with clues pointing to the enterprises and the enterprises with incomplete dismantling of the mill were inspected by "looking back", and whether there were illegal acts such as unlicensed production was checked one by one from the aspects of traces of use and conveyor belts at the bottom of the mill warehouse. According to the relevant clues constantly grasped, the arrangement work is still continuing. Up to now, more than 10 clues have been arranged, and no illegal acts have been found in the relevant enterprises. Once illegal acts are found, they will be strictly investigated and punished according to law.

Next, the Municipal Market Supervision Bureau will continue to implement the spirit of higher-level documents, first, to ensure that the "Yantai Municipal Market Supervision and Administration's Emergency Notice on the Immediate Post-certification Supervision of Cement Production Enterprises Involving Backward Production Capacity Elimination" and "On the Supervision of Production Licenses after the Elimination of Backward Production Capacity of Cement Production Enterprises" are carried out. In particular, we will intensify supervision and inspection of enterprises that cancel and change their cement production licenses, strictly prevent enterprises that have cancelled their production licenses from producing cement without a license, and strictly prevent illegal enterprises from producing cement without a license in the name of producing mineral powder, ultra-fine fly ash, dry-mixed mortar and other products; Secondly, we should do a good job in guiding the work of the market supervision bureaus of the districts and municipalities, guide the relevant departments and the market supervision bureaus of the towns and streets to cooperate closely and coordinate with each other, carefully investigate and verify the suspected illegal production, thoroughly investigate and punish the suspected crimes, and hand them over in time.
