Recently, the People's Government of Changli County, Hebei Province, issued the Notice of Compensation and Resettlement Scheme for Land Expropriation for Construction Land of Huaneng Chang Li Photovoltaic Power Generation Project.

The plan proposes that the construction land of Huaneng Changli Photovoltaic Power Generation Project will be expropriated from the north side of Dongtengyuan Village, Huangdianzhuang Town, Changli County. According to the town planning, the development purpose is the land for public facilities. According to the survey results of land status, it is proposed to expropriate 0.7115 hectares of land for construction of Huaneng Changli Photovoltaic Power Generation Project in Dongtengyuan Village, Huangdianzhuang Town, Changli County, all of which are 0.7115 hectares of agricultural land (including 0.1707 hectares of cultivated land), and there are no attachments and young crops on the project land.

According to the relevant provisions of the Notice of the People's Government of Hebei Province on Improving the Comprehensive Land Price Standard for Land Expropriation Areas (JZF [2020] No.5), a total of one district in Changli County is involved, and 0.7115 hectares of land in Dongtengyuan Village, Huangdianzhuang Town, Changli County is located in V District, with a price standard of 900,000 yuan/hectare. As there are no ground attachments and young crops on the project land, the compensation for ground attachments and young crops is not involved.

for land expropriation for the construction of Huaneng Changli Photovoltaic Power Generation Project in accordance with the laws and regulations of land management and the actual situation of Changli County. This plan is formulated according to the results of social stability risk assessment and in combination with the investigation of land status.

1. Expropriation Scope and Purpose

The construction land plot of Huaneng Changli Photovoltaic Power Generation Project is proposed to expropriate the land on the north side of Dongtengyuan Village, Huangdianzhuang Town, Changli County. According to the town planning, the development purpose is the land for public facilities.

2. Land status

According to the results of land status survey, the construction land of Huaneng Changli Photovoltaic Power Generation Project is proposed to expropriate 0.7115 hectares of land in Dongtengyuan Village, Huangdianzhuang Town, Changli County, all of which are 0.7115 hectares of agricultural land (including 0.1707 hectares of arable land). Moreover, there are no attachments and young crops on the project land.

3. According to the relevant provisions of the Notice of the People's Government of Hebei Province on Improving the Comprehensive Land Price Standard for Expropriated Areas (Jizhengfa [2020] 5), the compensation standard

involves one district in our county, and 0.7115 hectares of land in Dongteng yuan Village, Huangdianzhuang Town, Changli County, is located in V District. The area price standard is 900000 yuan/hectare. As there are no ground attachments and young crops on the project land, the compensation for ground attachments and young crops is not involved.

4. Resettlement methods and social security measures

(1) Resettlement methods: monetary resettlement.

(II) Social security measures: According to the Notice on the Implementation Plan (Trial) for Land-requisitioned Peasants in Changli County to Participate in Basic Endowment Insurance (C.Z.Z. [2020] No.38), the social security fee of RMB 192,105 yuan shall be paid into the special account of social security fund according to 30% of the price in the land requisition area.

5. Other matters

Huangdianzhuang Town of Changli County organizes compensation registration, and signs compensation and resettlement agreements with the owners and users of the land to be expropriated, which is responsible for the implementation of compensation.
