The circular requires that the mandatory national energy-saving standards be strictly implemented in the energy-saving review of fixed assets investment projects, and that the energy efficiency level of the main products of new and expanded projects must meet the industry's mandatory energy consumption quota standards. Mandatory energy consumption quota standards and mandatory energy efficiency standards are the basic requirements to meet energy conservation management and must be implemented according to law. Up to now, China has issued and implemented 108 mandatory energy consumption quota national standards, 66 mandatory energy efficiency national standards and 190 recommended energy-saving national standards, and the energy-saving standard system has been basically established, which has played an important role in promoting technological innovation, promoting industrial upgrading and accelerating green and low-carbon development. All regions, relevant departments and industries should attach great importance to energy-saving standardization, accelerate the updating and upgrading of energy-saving standards according to law, effectively strengthen the application and implementation of energy-saving standards, and constantly consolidate the foundation of energy-saving work, so as to provide strong support for actively and steadily promoting carbon peak carbon neutralization and accelerating the green transformation of development mode.

2. Accelerating the updating and upgrading

of energy-saving standards (1) Accelerating the formulation and revision of energy-saving standards in a number of key areas. Organize and implement the "14th Five-Year Plan" 100 energy-saving and carbon reduction standards upgrading actions. In the industrial sector, we will accelerate the revision of mandatory energy consumption quota standards for petrochemical, chemical, iron and steel, non-ferrous metals, building materials, machinery and other industries, upgrade mandatory energy efficiency standards for key energy-using products and equipment such as motors, fans, pumps, compressors, welding machines and industrial boilers, and strive to achieve internationally advanced standards and indicators. In the field of energy, we will accelerate the development of energy-saving technical standards for clean and efficient utilization of coal, utilization of new and renewable energy, storage and transportation of oil and natural gas, pipeline transportation, and key equipment for transmission and distribution. The mandatory energy consumption quota standards for key energy-using industries are divided into advanced value, access value and limit value. Among them, the advanced value refers to the leading level of domestic or international energy efficiency in the same industry, and in principle, its value shall represent the energy efficiency level of the top 5% of the industry; the access value refers to the energy efficiency level that must be met by the new capacity of new construction and expansion projects, and in principle, its value shall represent the energy efficiency level of the top 20% of the industry; The minimum allowable value is the energy efficiency level that must be achieved by the production of stock enterprises, which should be based on the principle of eliminating a certain proportion of the existing backward production capacity with high energy consumption, and about 20% of the backward products and production capacity should be eliminated on the basis of energy-saving transformation. For the industries involved in the Benchmarking and Benchmarking Levels of Energy Efficiency in Key Areas of High Energy-consuming Industries (2021 Edition) and the Benchmarking and Benchmarking Levels of Key Areas of Clean and Efficient Utilization of Coal (2022 Edition), the access values and limit values of the mandatory energy consumption quota standards should be coordinated with the current benchmarking and benchmark levels.

For the products and equipment involved in the Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-consuming Products and Equipment (2022 Edition), the mandatory energy efficiency standards of Level 1, Level 2 and Level 3 (or Level 5) shall be coordinated with the current advanced level, energy conservation level and access level.

(4) Continuously expand the coverage of energy-saving standards. We will accelerate the formulation and revision of energy-saving standards for new infrastructure such as data centers, communication base stations, cold chain logistics and new household appliances, and make up for the shortcomings of energy-saving standards in key areas. We will improve the construction of supporting systems for energy-saving standards, and promote the formulation and revision of standards in the fields of measurement and testing, certification, analysis and calculation, energy efficiency evaluation, energy system optimization, equipment operation management, energy management system, energy performance evaluation, energy audit, energy-saving supervision, energy-saving review and energy-saving services. We will coordinate the research and formulation of energy-saving standards and carbon emission-related standards, link up energy-saving standards and carbon emission-related standards from the perspective of the whole life cycle, and explore the incorporation of carbon emission-related indicators into energy-saving standards.

3. Effectively strengthen the application, implementation, supervision and inspection

of energy-saving standards (1) Compacting the main responsibility of energy-using units. Relevant enterprises, institutions, organs, social organizations and other energy-using units are the main bodies responsible for implementing the requirements of energy-saving standards. They should strengthen energy-saving management and strictly implement energy-saving standards, especially mandatory energy consumption quota standards and mandatory energy efficiency standards. We will guide and support key energy-using units to carry out energy-saving and carbon-reducing upgrading and transformation in an orderly manner, improve the energy efficiency of production and operation, implement the renovation of key products and equipment, and eliminate backward production capacity, backward technology and backward products and equipment in accordance with the law and regulations. Energy-using units are encouraged to actively apply recommended energy-saving standards and carry out energy efficiency benchmarking activities. Promote energy-using units to establish standardized and normalized energy-saving operation mechanism to ensure rational and efficient use of energy.

(2) Strictly implement the national energy-saving standards. Market supervision departments should focus on the use of mandatory energy efficiency standards and energy efficiency labels for energy-using products and equipment, organize special law enforcement of energy-saving standards, intensify spot checks of product quality, and publicize information on products and equipment that do not meet the requirements of standard labels. The competent departments of urban and rural construction, transportation and energy conservation in public institutions should strengthen supervision and inspection of the implementation of energy conservation standards in relevant fields. Effectively implement the system of self-declaration and supervision of enterprise standards, and incorporate fraudulent energy-using units in the promotion of energy-saving standardization into the national enterprise credit information publicity system. Open reporting channels and encourage all sectors of society to participate in the supervision of the implementation of energy-saving standards and energy efficiency labels.

4. Strengthen positive incentives

for energy efficiency leadership (1) Vigorously promote energy-saving and carbon-reducing renovation of key industries and products and equipment. We will promote the implementation of energy conservation and carbon reduction projects in key industries, industrial parks, urban and rural construction, and public institutions. We will support the transformation of key areas and industries for energy conservation and carbon reduction, and promote the renovation of important products and equipment. After the transformation, the energy efficiency level of major products will reach the advanced value of the mandatory energy consumption quota standard, and the energy efficiency level of major energy-using products and equipment will reach the mandatory energy efficiency standard level 1. We will make use of the existing investment channels in the central budget to give active support to those who meet the requirements. All regions are encouraged to meet the requirements of energy-saving standards and increase financial and policy support for energy-saving and carbon-reducing renovation of key industries and products and equipment.

(2) Strengthen comprehensive policy support. If the energy efficiency level of the main products in the industry is generally better than advanced value of the mandatory energy consumption quota standard or the energy efficiency level of the main energy-using products and equipment is generally better than level 1 of the mandatory energy efficiency standard, priority shall be given to the Green Industry Guidance Catalogue and the Green Technology Promotion Catalogue. 6. Strengthen organizational implementation

(1) Strengthen organizational leadership. The State Development and Reform Commission, the General Administration of Market Supervision (the Standards Committee), together with the Ministry of Industry and Information Technology, the Ministry of Housing, Urban and Rural Construction, the Ministry of Transportation, the Ministry of Agriculture and Rural Areas, the State Administration and the State Energy Administration, will improve the mechanism for updating and upgrading energy-saving standards, put forward timely suggestions for formulating and revising energy-saving standards, strengthen guidance throughout the process, and strictly enforce standards. Ensure that the energy-saving standard indicators are advanced, scientific and effective. The General Administration of Market Supervision (Standards Committee) timely issued a revision plan for the formulation of national standards, and controlled the revision cycle of standards within 18 months. The relevant departments shall organize the implementation of the national energy-saving standards in accordance with their duties. The implementation of energy-saving standards in various regions is included in the evaluation and assessment of energy-saving target responsibility of provincial people's governments in the 14th Five-Year Plan. (2) Strengthen publicity and training.
