Shanghai, has always wanted to get rich. He has opened wholesale departments, Internet cafes and animation cities successively, but all ended in failure and owed millions of yuan in deficit. At the end of 2020, Chen Moumou learned that the price of sand and gravel in the Yangtze River was high and the profit of sand mining was not cheap. He moved his mind and spent millions of yuan to illegally convert his cargo ship into a sand dredger. In order to ensure his own safety, Chen Mou-mou did not board the ship, but called people to act as the "surface" owner of the ship, Xu Mou "lookout", Liu Mou was responsible for operating pump sand mining on the ship. Beginning in August 2021, Chen Mou-mou and his helpers looked for sand mining operations on the shore with good vision, strong concealment and few boats, and transported the sand to a wharf in Yangzhong and Jingjiang for sale, and used cash transactions. In the early morning of December 13, 2021, when they stole river sand for the last time and transported it to the wharf for sale, they were found by the law enforcement officers of Jingjiang Public Security and Jingjiang Water Administration Supervision Brigade who were patrolling at night. The police stripped the cocoons all the way, and a criminal gang of illegal sand mining, which integrates "mining, transportation and marketing", surfaced. After months of tracking, all the criminal suspect in the case have been arrested.

It is understood that from August to December 2021, Chen and others illegally mined sand eight times, totaling more than 65000 tons, involving more than 4.6 million yuan. Recently, Jingjiang Public Security Bureau, Jingjiang Procuratorate, Jingjiang Court, Jingjiang Detention House and Rugao City Court were connected to hear the illegal mining case.
