In 2023, the construction of Beimo Expressway and Hunen Highway in Heihe Nenjiang started, with a planned sand consumption of 1.5 million cubic meters, both of which are provincial and municipal key projects. The Water Affairs Bureau of Nenjiang City has organized and compiled the Sand Mining Plan of Keluo River in Nenjiang City (2023-2025).
In accordance with the requirements of the "Year of Work Implementation" for the construction of capacity and work style, Heihe Water Bureau, in combination with its actual work, has raised its capacity, changed its work style and grasped its implementation. In order to ensure the standardization, science and orderly sand mining in Nenjiang City, the River Management Section has docked with Nenjiang Water Bureau in the early stage of sand mining planning, and has conveyed the latest sand mining requirements in the province to the grass-roots level. The rationality of sand mining planning is guaranteed in terms of regulations, policies and procedures.
According to the regulations, after the sand mining planning of Nenjiang City was completed, an application for examination was submitted to Heihe Water Bureau, which was less than three months away from the construction of key projects. After learning about the situation, the Water Affairs Bureau of Nenjiang City attached great importance to it. The director personally led the team to Nenjiang City to study the technical review matters. The Party Group of the Bureau held a meeting to collectively study and decide to send a review team led by the director in charge and composed of seven experts from the Municipal Bureau, the Research Institute and the Eastern Prospecting Institute to work on the spot in Nenjiang.
After two days of field survey and group meeting discussion, the planning revision opinions were formed, and the review team asked the planning preparation unit to revise overnight and hold a review meeting the next day. After the meeting, according to the revised opinions, the plan was revised and submitted to the expert group for review and approval, and the review opinions were formed. Immediately, Heihe Water Bureau sent the review opinions to Nenjiang Water Bureau in the form of official documents, which marked that the plan had formally passed the review and could enter the government approval process.
