Recently, the Xiapu Ecological Environment Bureau of Ningde City, Fujian Province, issued an announcement on the approval decision of the environmental impact assessment document for the construction project of Zhongye Langchen's annual output of 6 million tons of sand and gravel processing production line.
It is reported that the project is a new project, located in Jinyang Village, Sansha Town, Xiapu County, Ningde City, Fujian Province. It constructs a sand and gravel production line for construction, with an annual output of 4.8 million tons of machine-made sand and 1.2 million tons of gravel for construction. The construction unit is Xiapu Zhongye Langchen Investment Co., Ltd. with a total investment of 425 million yuan, including 1.94 million yuan for environmental protection.
The project is to use the waste rock produced by land leveling to produce construction sand and gravel, without mining license. The plant area has obtained land approval documents, and the operation period is 3 years. The raw material comes from the waste rock produced by the project site leveling or other surrounding construction. The finished products of sand and gravel are sold outside. The finished products are transported to Sansha wharf by automobile relying on Sansha Shugang Highway, and then transported to the buyer by cargo ship. The residential areas on both sides of the transportation road are mainly Guzhen Village.
According to the environmental impact assessment documents, the project construction party shall strictly implement the environmental protection countermeasures proposed in the report form, ensure that all kinds of pollutants are discharged up to the standard, solid wastes are properly disposed of, and environmental risks are effectively provention and control, and focus on the following work:
(1) Strengthen the environmental management during the construction of the project. Take effective measures to control the pollution of noise, dust, waste water and garbage during the construction, and minimize the impact of the construction on the sensitive points of the surrounding environment. The environmental noise at the boundary of construction site shall comply with the Emission Standard for Environmental Noise at Boundary of Construction Site (GB12523-2011).
(Two) strictly implement water pollution prevention and control measures.
1. The initial rainwater of the project shall be collected by the rainwater pipe network to the initial rainwater sedimentation tank for treatment and then reused for sand washing in accordance with the principle of "rainwater and sewage diversion, clean water and sewage diversion, classified collection and classified treatment".
2. The screening and sand washing wastewater generated by the project shall be reused for sand washing after being treated by the sand setting wastewater treatment tank; the seepage water of finished sand and stone materials shall be reused for sand washing after being collected and treated by the sedimentation tank; the car washing wastewater shall be reused for sand washing after being treated by the car washing wastewater sedimentation tank, and shall not be discharged.
3. The domestic sewage of the project is treated by buried integrated domestic sewage treatment facilities to meet the water quality standard for irrigation of dry land crops in the Water Quality Standard for Farmland Irrigation (GB5084-2021) and then used for irrigation of surrounding forest land.
(Three) strictly implement air pollution prevention and control measures.
1. The waste gas from the discharge outlet (bin) of the coarse crusher of the project is collected by the gas collecting hood and then treated by the bag dust removal facility and discharged up to the standard through the 15m high exhaust funnel; the waste gas from the discharge outlet (bin) of the medium and fine crusher is collected by the gas collecting hood and then treated by the bag dust removal facility and discharged up to the standard through the 15m high exhaust funnel. The production workshops of the project, such as the transfer material warehouse, crushing and shaping workshop, screening and sand washing workshop, are closed. Spraying and dust removal measures are set at the feed inlet and discharge outlet. Spraying facilities are set along the dry material conveyor belt and water is sprayed regularly to suppress dust. The transportation road surface is kept clean, and fog gun trucks are used to spray water to suppress dust. Car washing pools are set at the exit of the plant road.
In addition, after the environmental impact assessment document of the project has been approved, if the nature, scale, location, production process or measures to prevent pollution and ecological damage of the project have changed significantly, the construction unit shall re-submit the environmental impact assessment document for approval.
