On July 13, CGN issued a tender announcement for the centralized procurement of photovoltaic module frames from 2023 to 2024 . There are seven bidding sections in this tender, with a total procurement scale of 12.6GW .
This tender mainly selects P-type monocrystalline silicon double-sided double-glass photovoltaic modules , and the alternatives are P-type single-sided and N-type double-sided. The procurement capacity of
Lot 6 is 0.3GW, and the reserve capacity is 0.3GW. In addition, the procurement capacity of other bid sections is 1GW, and the reserve capacity is 1GW. The scope of bidding equipment supply for
bid sections 1-5 and 7 is P-type monocrystalline silicon double-sided double-glass photovoltaic modules, and the nominal power of single-sided photovoltaic modules (front) is 545W/550 W/555W . At the same time, the nominal power of the front of the bidding group shall not be higher than 555 W , and the proportion of the nominal power of 550 W shall not be less than 600 MW
. The scope of bidding equipment supplied by Bid Section 6 is P-type monocrystalline silicon double-sided double-glass photovoltaic modules. The nominal power of the single-sided PV module (front side) is 660W or above, and the nominal power of the front side of the bidding module shall not be less than 660W.
The power of the back side is not included in the power of the single module in the 7 bid sections. The voltage of the photovoltaic system is applicable to 1500 V, and the positive deviation is 0-5 W. The cable length of the junction box is 300 mm. The bidder must ensure that the overall dimensions of the components in the same bid section are consistent. The power model requirements of reserve facilities in
each bid section are consistent with the corresponding bidding model requirements.

Award principle:
For bid sections 1 to 5,
each bid section shall be evaluated separately, and each bidder can only win one bid section at most. It is not allowed to have both. When the first bidder of two bid sections is the same bidder, the final bid winner of each bid section shall be determined according to the principle of the lowest total bid amount (bid sections 1 to 5). And in the same bid section, if the bidder with the highest comprehensive ranking is not recommended as the first successful candidate in this bid section or other bid sections, the bidder with the lowest ranking shall not be recommended as the first successful candidate in this bid section. Except for the adjustment of the first successful candidate due to the above principles, the other successful candidates are still recommended in the order of comprehensive ranking. The bid evaluation committee shall recommend the successful candidate according to the above principles.
For bid sections 6 and 7,
the bid shall be awarded to the bidder ranked first in the comprehensive ranking.
The planned delivery date is from July 2023 to December 2024.
This tender requires bidders to have similar product supply performance from 2020 to 2022, in addition to good financial situation and business reputation. The solar PV modules supplied shall be certified for module performance and safety in accordance with IEC61215 and IEC61730. The solar PV module model shall be certified by TUV, VDE, CQC, CGC or an equivalent third party. Consortium bidding and agent bidding are not accepted for
this project. The deadline for
