Recently, Shaanxi Provincial Market Supervision and Administration has organized provincial supervision and spot checks on the quality of eight kinds of products, such as machine-made sand and gravel for construction. Among them, the gravel for construction is all qualified, and some machine-made sand products have unqualified crushing index.
1. Basic information
(1) Overview
of spot checks The products of this spot check are tempered glass for construction, aluminium alloy building profiles, machine-made sand, sand and stone (gravel for construction), solid wood flooring, solid wood composite flooring, impregnated paper laminated wood flooring, etc. Soft furniture (palm fiber elastic mattress) and other 8 products. A total of 166 batches of products produced by 146 enterprises were sampled and inspected, and 31 batches of unqualified products were found, including 14 batches of tempered glass for construction, 1 batch of aluminium alloy building profiles, 1 batch of machine-made sand, 6 batches of impregnated paper laminated wood flooring and 9 batches of soft furniture (brown fiber elastic mattress) (see annex for details).
(2) Follow-up spot check of
this follow-up spot check to the last spot check of 8 unqualified enterprises, the sampled products were not found to be unqualified.
2. Analysis of
the results of spot checks (1) 40 batches of products produced by 40 enterprises
in the production fields of Xi'an, Baoji, Xianyang, Weinan, Yan'an, Yulin, Hanzhong, Ankang and Hancheng were sampled, and 14 batches of unqualified products were found. The unqualified rate was 35%. Three items, including thickness, surface stress and fragment state, were tested. All items are unqualified. According to the analysis of the technical organization, the main reasons for the disqualification are as follows: firstly, some enterprises use unqualified raw materials in order to reduce the unit price and enhance the market competitiveness; secondly, the quality control of the enterprises in the production process is not strict.
(2) Aluminum alloy building profiles
were sampled from 30 batches of products produced by 14 enterprises in Xi'an, Baoji, Xianyang, Tongchuan, Weinan, Ankang and other areas, and one batch of unqualified products was found. The unqualified rate was 3. Five items, including chemical composition, mechanical properties, wall thickness, composite properties and film properties, were tested. The nonconforming item was related to the composite property-longitudinal shear characteristic value. According to the analysis of the technical organization, the main reasons for the disqualification are as follows: firstly, the toothing process of the composite notch of the profile or the composite rolling production process of the heat insulation strip is not mature, resulting in the low bite force between the aluminum alloy base material and the heat insulation strip; secondly, the internal quality control of the production enterprise is not strict, the factory inspection is not implemented, and the quality problems are not found in time.
(3) Machine-made sand
sampled 20 batches of products produced by 20 enterprises in Baoji, Xianyang, Weinan, Hanzhong, Ankang, Shangluo and other areas, and found one batch of unqualified products, with an unqualified rate of 5%. Seven items, such as particle size distribution, methylene blue value, stone powder content, mud content, crushing index, loose bulk density and radioactivity, were tested. The unqualified items involve crushing indicators. According to the analysis of the technical organization, the main reasons for the disqualification are: the quality of raw materials used to prepare machine-made sand is not up to the requirements, and the compressive strength is low; or the crushing index is reduced due to the introduction of other impurities in the process of producing machine-made sand.
(4) 21 batches of products produced by 21 enterprises
in Baoji, Xianyang, Tongchuan, Weinan, Hanzhong, Ankang and Shangluo were sampled. Seven items, such as particle gradation, gravel mud powder content, mud block content, needle and flake particle content, apparent density, radioactivity and loose accumulation porosity, were tested. No unqualified products were found.
(5) Four batches of products produced by four enterprises were sampled in the circulation field of solid wood flooring
in Xi'an. Seven items, including moisture content, surface wear resistance of paint film, adhesion of paint film, hardness of paint film, surface pollution resistance of paint film, heavy metal content and wood name, were tested. No unqualified products were found.
(6) Three batches of products produced by three enterprises were sampled in the circulation field of solid wood composite flooring
in Xi'an. Eight items, including moisture content, impregnation stripping, static bending strength, elastic modulus, surface wear resistance, paint film adhesion, surface pollution resistance and formaldehyde emission, were tested. No unqualified products were found.
(7) 23 batches of products produced by 21 enterprises in the field of production and circulation in
Xi'an were sampled, and 6 batches of unqualified products were found. The unqualified rate was 26. Seven items, including moisture content, thickness swelling rate of water absorption, surface bonding strength, internal bonding strength, surface wear resistance, surface pollution and corrosion resistance, and formaldehyde emission, were tested. The unqualified items involve surface bonding strength, internal bonding strength and surface wear resistance. According to the analysis of the technical organization, the main reasons for the disqualification are as follows: first, in order to save costs, the enterprise uses unqualified raw materials for production, resulting in substandard product quality; second, the production process is not strictly controlled.
(8) Upholstered furniture (brown fiber elastic mattress)
This time, 25 batches of products produced by 23 enterprises were sampled in the production and circulation fields of Xi'an, Xianyang and other areas, and 9 batches of unqualified products were found, with an unqualified rate of 36%. Physical properties of fabrics and composite fabrics (color fastness to rubbing), physical properties of core materials, safety and health requirements, flame retardancy requirements, durability requirements and other five items were tested. The unqualified items involve the physical properties of core material-compression permanent deformation rate and durability requirements. According to the analysis of technical institutions, the main reasons for the disqualification are as follows: First, in order to reduce costs, some enterprises increase the proportion of low-melting polyester fibers and reduce the content of palm fibers in the process of processing core materials, resulting in the compression set and durability requirements failing to meet the standards; Second, the foam plastic and polyester fiber filled in the composite fabric of the mattress have low density and poor resilience, resulting in the unqualified durability requirements of the mattress.
3. Work requirements
In view of the problems found in this spot check of product quality supervision, relevant market supervision departments around the country should do the following work well.
(1) Strengthen the processing of spot check results. In accordance with the provisions of the Product Quality Law of the People's Republic of China and the Interim Measures for the Administration of Product Quality Supervision and Spot Inspection, the results of supervision and spot inspection shall be handled well. Sealing up and detaining the unqualified products found by supervision and random inspection according to law, ordering the sales enterprises of unqualified products to stop selling the same products, comprehensively cleaning up and disposing the unqualified products in stock according to law; ordering the production enterprises of unqualified products to stop producing and selling the same products, specifying the rectification requirements, strictly supervising the implementation of rectification measures, and organizing timely review. Those suspected of committing crimes shall be promptly transferred to judicial organs. Enterprises with serious violations of law and dishonesty shall be included in the list management of enterprises with serious violations of law and dishonesty according to law. The results should be timely entered into the product quality and safety supervision and management information system of Shaanxi Provincial Market Supervision and Administration Bureau and submitted to the provincial Bureau. The provincial Bureau will strengthen follow-up supervision and report the results to all localities according to the situation.
(2) Supervise the implementation of the main responsibility. Relevant local governments and departments will be informed of the situation of unqualified products in this supervision and spot check, and effective measures will be taken to urge enterprises producing and operating unqualified products to implement the main responsibility of product quality and safety, organize production and sales in strict accordance with standards and laws, and ensure product quality and safety.
(3) Strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises find out the reasons in depth, put forward improvement measures and solutions, and promote the improvement of industry quality level.
