of industrial structure Xiamen takes the adjustment of industrial structure and upgrading of industrial energy level as the starting point, and strives to build a "4 + 4 + 6" modern industrial system with sustained momentum and echelon development. We will improve and strengthen the four pillar industrial clusters of electronic information, machinery and equipment, trade and logistics, and financial services, foster and strengthen the four strategic emerging industries of biomedicine, new materials, new energy, and cultural creativity, and lay out the six future industries of third-generation semiconductors, future networks, cutting-edge strategic materials, hydrogen energy and energy storage, gene and biotechnology, and deep-sea space development. At the same time, we should strengthen the provention and control of the source of the "two high" construction projects, strictly control the introduction of projects, achieve zero new additions of the "two high" construction projects since the "14th Five-Year Plan", and withdraw from the high energy-co nsuming industries such as steel, cement and traditional glass in the whole city.

In 2022, the energy consumption of the city's ten thousand yuan GDP decreased by 4.1%, the electricity consumption of ten thousand yuan GDP was 430 kWh, and the water consumption was 6.08 tons, all of which were in the leading level in the country.

02 Accelerating

energy conservation and carbon reduction in key areas Since the 14th Five-Year Plan, the energy consumption of Xiamen's ten thousand yuan GDP has continued to decline, and energy conservation in key areas such as industry, transportation, construction and public institutions has been accelerated.

Industrial field. Since the 14th Five-Year Plan, the city has been awarded 22 national green factories, 20 green design products and 3 green supply chain management enterprises. It has been awarded 58 provincial green factories, 28 provincial green products and 8 green supply chain management enterprises. By 2022, the reduction rate of energy consumption per unit of industrial added value above the scale has exceeded 60% of the "14th Five-Year Plan" reduction target. The field of

transportation. Vigorously promote new energy vehicles. By the end of May, the clean rate of urban buses in the city has reached 93%, the pure electric rate has reached 68%, the pure electric rate of online car-hailing has reached 77%, and the pure electric rate of cruise taxis has reached 62%, all of which are at a high level.

Construction field. Promote green buildings in an all-round way, implement green building standards for new civil buildings in cities and towns, and the proportion of green buildings in new civil buildings reaches 100%, ranking first in the province. Since the 14th Five-Year Plan, the city has promoted 21.77 million square meters of green buildings. In the area of

public institutions. Up to now, the number of conservation-oriented public institutions has exceeded the target of the 14th Five-Year Plan for Energy and Resources Conservation in Fujian Province.

03 The results of low-carbon pilot projects highlight

the active construction of a comprehensive and multi-level low-carbon pilot system. In 2021, the province took the lead in issuing four low-carbon acceptance technical specifications, such as Xiamen Low Carbon Community Acceptance Technical Specification (Trial), to fill the gaps in the evaluation system of low-carbon demonstration zones in Xiamen and even Fujian. We will promote the establishment of 45 low-carbon pilot demonstration projects, such as low-carbon communities in Junying Village and low-carbon parks in Houxi Industrial Group. We will promote carbon neutralization in major events such as the 1998 Investment and Trade Fair, the Xiamen Marathon and the Golden Rooster Film Festival.

04 Publicity and training have been effectively

carried out in various forms, vigorously publicizing various decision-making arrangements for the construction of ecological civilization and green development, publicizing advanced practices and successful experiences in energy conservation and carbon reduction, and organizing activities such as Energy Conservation Publicity Week, Low Carbon Day, Public Transport Publicity Week and May 20 World Metrology Day. Hold energy-saving technology product promotion meetings, energy-saving forums for industrial lighting and water systems of high-energy-consuming enterprises, special training courses on energy-saving, cleaner production and green manufacturing, and online monitoring system training courses on energy consumption of key energy-using units. In the whole society, we should vigorously advocate and cultivate energy-saving, emission reduction, green and low-carbon production methods, consumption patterns and living habits.
