Within the prescribed time limit, the energy efficiency transformation will be upgraded to above the benchmark level, and the projects that can not be completed on time will be eliminated. The document clearly States that 25 areas, such as cement clinker , should be completed or eliminated by the end of 2025 in principle.

At present, the cement industry is facing severe challenges. According to the incomplete statistics of China Cement Network, in the first half of 2023, 60 cement enterprises have carried out technological transformation, including Conch Cement , Southern Cement , China Resources Cement and so on.

For example, Fujian Chunchi Group Domestic Industrial Cement Co., Ltd.'s Intelligent, energy saving and emission reduction and environmental protection upgrading and transformation project, Fujian Tapai Cement Co., Ltd.'s Energy saving and emission reduction and intelligent comprehensive technical transformation project. Zhangping Hongshi Cement Co., Ltd. intends to receive investment subsidies for Fujian technological transformation equipment for its technical transformation projects of raw material grinding, quality improvement and consumption reduction.
