On July 5, the People's Government of Hebei Province promulgated the Notice of Safety Management Measures for Hydrogen Energy Industry in Hebei Province (Trial Implementation). The method makes it clear that green hydrogen production does not require a safety production license for hazardous chemicals, and allows the construction of green hydrogen production projects such as hydrogen production by electrolysis of water (renewable energy such as solar energy and wind energy) and integrated hydrogen production and hydrogenation stations outside the chemical industry park.
This is a small step for Hebei and a big step for the development of hydrogen energy industry in China.
Although the domestic hydrogen energy industry is in full swing at present, unfortunately, hydrogen is still managed as a dangerous chemical, which must enter the chemical industry park to produce hydrogen , and also need to obtain a dangerous chemical production license . These constraints have become the bottleneck restricting the development of domestic hydrogen energy industry, and are not conducive to the large-scale development and utilization of hydrogen energy. For example, according to the
recent news, the Beijing Municipal Safety Supervision Bureau said that it would strictly control 35 key hazardous chemicals enterprises involving chlorine, ammonia, gasoline, hydrogen and so on, and hydrogen was listed as a hazardous chemical.
According to the management of dangerous chemicals, the construction of hydrogen production and hydrogenation stations will face many obstacles. If hydrogenation stations can only be built in dangerous chemicals industrial parks, the convenience of hydrogenation will be greatly reduced, and more obstacles will be created for industrial development.
Previously, many experts have called for distinguishing the energy attributes and industrial attributes of hydrogen. In the industrial field, hydrogen is an important industrial raw material, but it is a flammable gas and can be managed as dangerous chemicals. However, in the field of energy, hydrogen is a green and low-carbon clean energy, which should be included in the scope of energy management by referring to the natural gas management model.
As for the danger of hydrogen, the enterprises in the industry are also very straightforward to say that the concern about the flammability and explosiveness of hydrogen is actually the overreaction of ordinary people. Domestic hydrogenation stations are built in dangerous chemicals areas, but Japanese hydrogenation stations are built directly in residential areas. If the risk factors are so great, I believe that the Japanese style of doing things is the same. This kind of thing doesn't happen. The safety management measures for the hydrogen energy industry in
Hebei have given the industry further hope for the release of the hydrogen energy industry: although the hydrogen energy production of chemical enterprises should obtain the safety production permit for hazardous chemicals, the green hydrogen production does not need to obtain the safety production permit for hazardous chemicals. It also allows the construction of green hydrogen production projects such as hydrogen production by electrolysis of water (renewable energy such as solar energy and wind energy) and integrated hydrogen production and hydrogenation stations outside the chemical industry park.
It is believed that with the resolution of many shackles one by one, the factors restricting the scale effect of hydrogen energy will gradually disappear, and the green hydrogen industry will usher in a new period of development.

16 The materials of hydrogen vessels, equipment, pipelines and their accessories shall meet the requirements of strength, low temperature toughness, hydrogen permeability resistance and hydrogen embrittlement sensitivity. Article
17 Hydrogen energy enterprises shall set up corresponding safety facilities and equipment such as monitoring, monitoring, ventilation, fire prevention, explosion prevention, pressure relief, lightning protection, static electricity prevention and leakage prevention in the workplace, and carry out regular inspection and maintenance in accordance with national standards, industry standards or relevant provisions of the State, and establish accounts to ensure normal use. 18 The design, selection, installation, use, maintenance and management of electrical equipment and lines in explosive hazardous areas shall conform to the requirements of the Code for Design of Electrical Installations in Explosive Hazardous Environments (GB50058) and the Code for Electrical Explosion-proof Safety in Hazardous Areas (AQ3009). 19 Lightning protection facilities shall meet the requirements of the Code for Design of Lightning Protection of Buildings (GB50057) and the Code for Design of Lightning Protection of Petrochemical Plants (GB50650), and the grounding resistance shall be regularly tested.
Anti-static facilities shall meet the requirements of General Guidelines for the Prevention of Electrostatic Accidents (GB12158), and metal equipment and pipelines that may cause electrostatic hazards shall be reliably grounded. Intrinsically safe human body static electricity removal device shall be set at the entrance of hydrogen related area. Article
20 Fixed combustible gas detection alarms and portable hydrogen detection alarms shall be provided in hydrogen-related areas such as locations where hydrogen leakage or liquid hydrogen overflow may occur, locations where hydrogen may accumulate, building vents where hydrogen may be released, and building inlets where hydrogen may be inhaled. Fire detectors and portable hydrogen flame detection alarms shall be provided at locations where fire may occur. The alarm device shall have sound and light alarm function. Article
21 Obvious safety warning signs shall be set up at the entrance and exit of the hydrogen system battery limit, on the facilities and equipment with greater danger and other parts with relevant provisions. Safety warning signs shall comply with the requirements of Safety Signs and Guidelines for Their Use (GB2894) and Specification for Safety Warning Signs in Chemical Workplaces (AQ3047). Article
22 Special operations such as hot work and entry into confined space shall be managed in accordance with the Safety Code for Special Operations of Hazardous Chemicals Enterprises (GB30871), and the examination and approval procedures, identification of operational risks and implementation of safety measures shall be carried out. Hydrogen-related devices shall not be inspected and maintained without safe disposal. Article
23 Hydrogen energy enterprises are encouraged to use the Internet and other scientific and technological means to promote the digital transformation and intelligent upgrading of safety risk management and control. Promote the construction of information system for the whole life cycle of hydrogen energy industry, and implement digital safety supervision for all links of the whole industrial chain of production, storage, transportation, filling and use. III Production Safety
Article 24 The layout of hydrogen energy production system shall meet the requirements of Code for Design of General Layout of Industrial Enterprises (GB50187), Code for Design of General Layout and Transportation of Chemical Enterprises (GB50489), General Code for Fire Protection in Buildings (GB55037) and Basic Requirements for the Safety of Hydrogen Systems (GB/T29729), and quantitative risk analysis calculation is used to determine the safety distance between devices or facilities. The hydrogen station shall also meet the requirements of Code for Design of Hydrogen Station (GB50177). Article
25 The hydrogen production system shall consider the safety control of dangerous materials under normal and abnormal working conditions, realize the automation of the whole process, and set up systems such as hydrogen leakage and flame detection alarm, emergency cut-off, interlock protection, safety pressure relief, accident discharge and safety instrument. Steam or nitrogen supply facilities shall be provided for hydrogen system purging, replacement, fire extinguishing, etc. Article
26 In principle, no control room shall be arranged in the hydrogen energy production area. If it is really necessary to arrange the control room, the anti-explosion design shall be adopted. Offices, shift rooms, rest rooms, external operation rooms, patrol inspection rooms and other places for personnel gathering shall not be set up in the unit area, so as to minimize the number of personnel in dangerous environments. 27 The hydrogen production unit shall be arranged in an open or semi-open manner. If indoor layout is required, necessary pressure relief facilities shall be provided, and the pressure relief facilities shall use non-combustible light roof as the pressure relief area. Article
28 When there is hydrogen storage or operation equipment in a building, a ventilation system shall be provided. The inlet of the ventilation system should be set at the bottom of the wall, the outlet should be set at the top of the wall or the top of the building and facing the safe area, and the lightning protection device should be set.
The twenty-ninth hydrogen compressor cooling water system should be set independently. The inlet of hydrogen compressor shall be equipped with high and low pressure limit alarm system, and the outlet shall be equipped with high pressure and temperature limit shutdown interlocking system with automatic/manual operation mode. Each hydrogen compressor shall be equipped with an isolation valve. When the diaphragm compressor is used, the diaphragm rupture alarm device shall be provided. Hydrogen compressor shall be regularly maintained and repaired as required.
The thirtieth liquid hydrogen system should take measures to prevent the enrichment and explosion of oxidizing substances. During the operation of the liquid hydrogen system cold box and the temporary shutdown for cold insulation, the pressure change of the cold box interlayer sealing gas shall be monitored, and the operation shall be stopped when the high limit alarm occurs and the oxygen content exceeds the standard. 31 Hydrogen energy enterprises shall register and file major hazard installations. Carry out regular inspection, assessment, monitoring, filing and safety management in accordance with relevant laws and regulations, and implement the responsibility system for guaranteeing the safety of major hazards. Chapter
IV Storage Safety
Article 32 Hydrogen storage sites should be well ventilated naturally and should be arranged on the upwind side of the wind direction with the lowest frequency throughout the year. The safety distance from civil buildings, important public buildings, overhead power lines, open fire or sparking places shall meet the requirements of Code for Design of Hydrogen Stations (GB50177) and Code for Fire Protection Design of Buildings (GB50016).
The thirty-third hydrogen tanks should be installed on the base above the ground, and the base and the loading and unloading platform should be flat, wear-resistant, without static electricity and sparks. According to the Technical Requirements for Storage and Transportation of Liquid Hydrogen (GB40060), the support and base of liquid hydrogen storage tank shall be insulated and non-combustible and shall be secured. The base shall be 0 above the ground.
Article 34 Hydrogen tanks shall be equipped with safety accessories such as overpressure relief devices, pressure measuring instruments, pressure sensors, hydrogen leakage alarm devices, nitrogen purging and replacement interfaces, and equipped with oil-forbidden pressure gauges. Liquid hydrogen storage tank shall also be equipped with liquid level gauge, emergency shut-off valve, vacuum interlayer safety relief device, interlayer vacuum detection device and high level alarm interlocking device. 35 Hydrogen emptying shall comply with the requirements of the Technical Regulations for the Safety of Hydrogen Use (GB4962). Hydrogen tank emptying valves, safety valves and replacement discharge pipeline systems shall be equipped with discharge pipes, which shall be equipped with flame arresters and steam or nitrogen dilution and fire extinguishing facilities. The discharge pipe shall be more than 2 meters above the roof or operating platform, and not less than 5 meters above the ground, and measures shall be taken to prevent rain and snow intrusion and blockage. 36 Sealing of parts such as instruments and valves used for hydrogen equipment shall be ensured to be in good condition. During the operation of hydrogen equipment, it is forbidden to knock, maintain and fasten under pressure, overpressure and negative pressure.
Liquid hydrogen shall be stored in accordance with the Technical Requirements for Storage and Transportation of Liquid Hydrogen (GB/T40060). The liquid hydrogen tank area shall be equipped with a hydrogen concentration detection and alarm system, and the alarm concentration limit shall not be greater than 0.
Article 37 Solid hydrogen storage containers shall prevent local accumulation of solid fillers. The tube end of the single tube or tube array shall be equipped with a filter with filtration precision matching the solid hydrogen storage substance particles.
According to the hydrogen storage capacity and the thermal effect of the solid hydrogen storage material, the solid hydrogen storage container should be provided with a heat exchange structure. Chapter
V Transportation Safety
Article 38 The transportation of hydrogen energy products shall meet the requirements for the transportation of dangerous (flammable) products. Those engaged in road transportation and waterway transportation of hydrogen energy products shall obtain road transportation permits for dangerous goods and waterway transportation permits for dangerous goods respectively. The consignor shall entrust an enterprise that has obtained the permit for road and waterway transportation of dangerous goods according to law to undertake the transportation. Article
39 Transport vehicles for hydrogen energy products and their maintenance, maintenance and testing shall meet the requirements of Structural Requirements for Transport Vehicles for Dangerous Goods (GB21668) and Safety Technical Conditions for Road Transport Vehicles for Dangerous Goods (JT/T1285). Vehicles transporting
hydrogen energy products shall be equipped with anti-collision alarm system and remote reminder monitoring system to monitor and record the whole process of vehicle trajectory, driver status and vehicle technical status. Article
40 The materials, design, manufacture, modification, maintenance, use, filling, inspection, testing, supervision and management of hydrogen energy product transport containers shall comply with the requirements of the Regulations on Safety and Technical Supervision of Mobile Pressure Vessels (TSGR0005) and the Rules for Road Transport of Dangerous Goods (JT/T617). Containers for transportation of
hydrogen energy products shall be equipped with alarm and emergency cut-off devices for abnormal conditions such as overpressure and leakage. Article
41 Drivers, crew members and escorts of road and waterway transport enterprises of hydrogen energy products shall pass the examination and obtain professional qualifications before they can engage in transport activities. Article
42 Vehicles transporting hydrogen energy products shall strictly abide by the relevant provisions on the route, time and speed of dangerous goods transportation.Transport vehicles shall be parked in the open air and shall not be parked near bridges, tunnels or underground passages. When parking, they shall be grounded, warning belts shall be set up and corresponding safety precautions shall be taken. Article
43 Hydrogen transmission pipelines shall be provided with combined protective measures such as external anticorrosive coating and cathodic protection, permanent signs such as mileage piles, test piles, corner piles, sign piles, cross piles, densification piles and warning signs, and special personnel shall be assigned for daily patrol. Article
44 Hydrogen pipelines shall meet the requirements of integrity management, carry out periodic identification and evaluation of high-consequence areas, implement risk reduction measures, and establish and improve the government-enterprise linkage mechanism for safety risk management and control in high-consequence areas. Chapter
VI Safety
of Filling and Use Article 45 Design, construction, acceptance and safety management of hydrogenation stations (including hydrogen supply stations). It shall meet the requirements of Code for Design of Hydrogen Station (GB50177), Technical Code for Hydrogen Refueling Station (GB50516) and Technical Standard for Automobile Refueling Station (GB50156). The main person in charge of
the hydrogenation station (including the hydrogen supply station), the safety production management personnel and the operation, maintenance and emergency repair personnel shall be trained professionally and pass the examination. Article
46 Cross-safety risks shall be fully taken into account in the construction of joint refueling and hydrogenation stations and integrated hydrogen production and hydrogenation stations. Hydrogen stations in urban built-up areas should be close to urban roads, but not near the intersection of urban trunk roads. The hydrogen station shall maintain a sufficient external safety distance from highly sensitive protection targets, important protection targets and Class I protection targets. First-class hydrogen stations should not be built in urban central areas. Article
47 Areas with hydrogen storage containers and hydrogen compressors shall be equipped with solid walls and quarantine in areas accessible to the public in accordance with the requirements of the Technical Standards for Automobile Gas Filling and Hydrogenation Stations (GB50156). The distance between the solid wall and the hydrogenation equipment shall not be less than 0. The solid wall shall be made of non-combustible materials, and the height shall not be less than 2 meters. The unloading end of the long hydrogen tube trailer should not face the office area, the hydrogen island and the adjacent buildings outside the station. Article
48 When transport vehicles are used for gas unloading, there shall be fixed gas unloading operation parking spaces with clear marks in the plant and station, and the number of parking spaces shall not exceed 2. Article
49 The gas unloading column shall be equipped with relief valves, emergency shut-off valves, local and remote pressure measuring instruments, and the pipelines connected with hydrogen transport vehicles shall be equipped with metal hoses, pull-off valves and anti-drop devices. Article
50 The unloading pipeline of liquid hydrogen tanker shall be equipped with shut-off valve and check valve, and the gas phase pipeline shall be equipped with shut-off valve. Vacuum insulation or other insulation structures shall be adopted for loading and unloading valves, hoses and quick loading and unloading joints for liquid hydrogen transportation. Article
51 The design unit of a hydrogen storage facility shall issue a risk assessment report, judge various possible failure modes of the container, and propose risk control measures. Users of hydrogen storage facilities shall strictly implement the countermeasures and management requirements proposed in the risk assessment report. Article
52 Hydrogen stations (including hydrogen supply stations) are prohibited from receiving hydrogen products distributed by vehicles without qualifications for carrying dangerous goods, and from hydrogenating vehicles without registration for use and hydrogen cylinders for vehicles exceeding the inspection period, failing to pass periodic inspection or being scrapped. Article
53 Hydrogenation operation shall meet the requirements of Technical Specifications for Hydrogenation Station (GB50516). Before hydrogenation, the initial pressure of the on-board hydrogen system shall be measured. When the initial pressure of the system is less than 2 MPa or greater than nominal working pressure, the filling shall be terminated immediately. Article
54 Fuel cell electric vehicle using compressed gaseous hydrogen shall meet the requirements of the Safety Requirements for electric vehicle of Fuel Cells (GB/T24549) and the mandatory national standards for motor vehicles and electric vehicle safety standards. Gas cylinders for fuel cell electric vehicle
using compressed gaseous hydrogen shall comply with the requirements of the Technical Safety Regulations for Gas Cylinders (TSG23) and the Fully Wrapped Carbon Fiber Cylinder with Compressed Hydrogen Aluminum Liner for Vehicles (GB/T35544), and shall be registered for use and regularly inspected. 55 Hydrogen vehicles shall have the function of automatic diagnosis and give timely warnings when abnormalities are detected. Hydrogen energy vehicles shall be maintained and inspected regularly, and the inspection items shall include hydrogen safety, battery system and vehicle safety. Chapter
VII Emergency Management
Article 56 Hydrogen energy enterprises shall set up safety production management organizations responsible for emergency management or equip full-time safety production management personnel responsible for emergency management, clarify the division of responsibilities in emergency response, command, disposal, rescue, recovery and other links, and refine the implementation to posts. Article
57 The hydrogen energy enterprises above designated size shall establish a full-time emergency rescue team; other enterprises shall designate part-time emergency rescue personnel and sign an emergency rescue agreement with the adjacent emergency rescue team. Hydrogen energy enterprises in hydrogen energy industry agglomeration areas can jointly establish emergency rescue teams. Article
58 Hydrogen energy enterprises shall, according to the characteristics and hazards of possible production safety accidents, equip necessary emergency rescue equipment and materials such as self-contained breathing apparatus and anti-static clothing, and regularly maintain and maintain them to ensure their integrity and applicability. 59 Emergency rescue personnel shall have the necessary professional knowledge, skills, physical and psychological qualities. Hydrogen energy enterprises should strengthen education, training and business training to ensure that rescue workers are proficient in their emergency response procedures and common sense of self-rescue and mutual rescue, so as to avoid blind command and blind rescue. 60 Hydrogen energy enterprises shall, according to the results of risk assessment, prepare comprehensive contingency plan, special contingency plan and on-site disposal plans, and conduct plan review, signing, publication and filing in accordance with regulations. Article
61 a hydrogen energy enterprise shall formulate a contingency plan drill plan and organize an emergency drill every six months. Identify dangerous posts, prepare emergency disposal cards, and regularly carry out emergency disposal ability training for personnel in dangerous posts. Article
62 Hydrogen energy enterprises shall establish and improve the emergency duty system, set up fixed office space, equip working facilities and equipment, equip specialized personnel, and implement 24-hour duty. Article
63 Governments at or above the county level shall establish and improve mechanisms for information notification, decision-making consultation, command and dispatch, and joint disposal of production safety accidents, so as to improve the efficiency of regional coordinated response and rescue capabilities. Chapter
VIII Supervision and Administration
Article 64 Governments at or above the county level shall fully implement their territorial supervision responsibilities, and determine the division of responsibilities among the competent departments, regulatory departments and responsibilities of the hydrogen energy industry in the light of the establishment of local institutions and the allocation of regulatory forces. For matters involving multi-sectoral supervision, we should establish and improve a coordinated and efficient cross-sectoral comprehensive supervision mechanism. Article
65 The development and reform department shall be responsible for formulating and implementing the development plan and industrial policies and measures for the hydrogen energy industry, guiding and coordinating the development of the hydrogen energy industry, approving or filing the hydrogen energy construction projects within its administrative region according to law, and supervising and managing the hydrogen energy industry. Article
66 Natural resources departments shall be responsible for land security for hydrogen energy construction projects within their respective administrative areas. Article
67 The departments of industry and information technology shall be responsible for guiding and promoting the construction of the industrial chain of hydrogen energy equipment, and promoting the technological innovation and popularization of hydrogen energy equipment. Article
68 The emergency management department shall be responsible for the comprehensive work of safety production supervision and management of hydrogen energy enterprises, for the safety production supervision and management of hydrogen energy production in chemical enterprises, and for the issuance of safety production licenses for hazardous chemicals according to law. Article
69 The market supervision department shall be responsible for the issuance of business licenses for hydrogen energy enterprises, the issuance of industrial product production licenses for hydrogen energy products and their packaging and container production enterprises, the supervision and management of special equipment safety of hydrogen energy enterprises, the issuance of filling licenses for gas cylinders and mobile pressure vessels, and the study and formulation of local standards for hydrogen energy industry according to law. Article
70 The urban and rural housing construction departments shall be responsible for the safety supervision and management of hydrogen stations, the issuance or approval of gas business licenses, the supervision and management of construction safety production, the access to construction safety production and the supervision and inspection of safety quality, and the examination, acceptance, filing and spot check of fire control design. Article
71 The transportation department shall be responsible for the licensing of hydrogen road transport, and for the safety supervision and management of hydrogen transport enterprises, hydrogen transport vehicles and related personnel. Article
72 The public security department shall be responsible for the public safety management of hydrogen energy and the road traffic safety management of hydrogen energy transport vehicles. Article
73 The ecological environment department shall be responsible for the supervision and management of the prevention and control of environmental pollution in hydrogen energy enterprises and for the emergency environmental monitoring at the scene of hydrogen energy accidents. Article
74 Fire departments shall be responsible for supervising and spot checking the compliance of hydrogen energy enterprises with fire laws and regulations according to law, and carrying out emergency rescue and fire accident investigation and treatment according to their duties. Article
75 The meteorological department shall be responsible for the supervision and management of lightning protection safety in hydrogen energy enterprises, as well as the design review and completion acceptance of lightning devices. Provide meteorological technical support for emergency rescue of production safety accidents.Article
76 The administrative examination and approval department shall be responsible for the examination and approval of hydrogen energy construction projects in accordance with the list of administrative licensing items. The administrative licensing matters that have not been transferred shall be the responsibility of the competent department of the industry that undertakes the administrative examination and approval. Article
77 Other departments responsible for the supervision and administration of production safety shall, in accordance with their respective responsibilities, supervise and administer the production safety of hydrogen energy enterprises. Article
78 Relevant departments at all levels shall, in accordance with their duties, carry out administrative examination and approval in accordance with the law and regulations, and carry out safety supervision during and after the event. Establish and improve the safety supervision system, and supervise and inspect the implementation of laws, regulations and national or industrial standards on safety production by enterprises. The accident potential found in the inspection shall be ordered to be eliminated immediately. If the safety cannot be guaranteed before or during the elimination of the major accident potential, the operators shall be ordered to withdraw from the dangerous area, and the production and operation of relevant facilities and equipment shall be ordered to be suspended temporarily. After the elimination of the major accident potential, the production, operation and use can be resumed only after the approval of the regulatory authorities. Chapter
9 Supplementary Provisions
Article 79 These Measures shall come into force on July 1, 2023 and shall be valid for 2 years. Article
80 If the national standards and norms involved in the provisions of these Measures are adjusted and updated, the effective national standards and norms adjusted and updated shall apply. Article
81 The Office of the Provincial Safety Production Committee shall be responsible for the interpretation of these Measures.
