National Energy Administration: Revise the Outline for Quality Supervision and Inspection of Photovoltaic Power Generation Construction Projects

To further standardize the quality supervision and inspection of photovoltaic power generation construction projects and ensure the quality of construction projects, the National Energy Administration revised the Outline of Quality Supervision and Inspection of Photovoltaic Power Generation Projects (hereinafter referred to as the original Outline) issued in 2016, and formed the Outline of Quality Supervision and Inspection of Photovoltaic Power Generation Construction Projects. Compared

with the original Outline, the main adjustments and changes are as follows:

(1) In order to fully implement the quality responsibility of the main bodies involved in the construction of the project, the primary responsibility of the construction unit and the main responsibility of the survey, design, supervision and construction units should be strengthened. Accelerate the standardization of quality management, improve the level of project management, and supplement and improve the inspection contents of the quality behavior of the main participants in the construction of the project in each part of the outline.

(2) In view of the fact that fire control and special equipment do not belong to the supervisory responsibilities of the State Energy Administration, they are no longer included in the scope of power quality supervision and inspection. The main body responsible for the construction of the project shall implement the quality and acceptance requirements of fire fighting facilities and special equipment in accordance with the relevant provisions of the state, and accept the supervision of the relevant competent government departments in accordance with their statutory responsibilities.

(3) In order to avoid duplication with the inspection contents of the safety supervision of electric power construction, the inspection contents such as the qualification of the main body responsible for participating in the construction of the project, subcontracting and illegal subcontracting are no longer included. The main body responsible for participating in the construction of the project shall implement the management requirements of qualification, contracting and subcontracting in accordance with the relevant provisions of the state.

(4) In order to implement the requirements of the national reform of "releasing control clothing", the stage of "supervision and inspection before commercial operation" has been deleted, and the necessary inspection clauses have been moved forward to the stage of "supervision and inspection before the start of photovoltaic power generation units" and "supervision and inspection before the power receiving of booster stations".

(5) Considering that the supporting energy storage projects of photovoltaic power generation construction projects are mainly based on electrochemical energy storage, most of them are constructed in prefabricated cabin mode, the on-site construction process is relatively simple, and the quality supervision is mainly based on system commissioning; Other types of energy storage projects, such as air compression energy storage, flywheel energy storage, super capacitor energy storage and so on, are various and complex in technology, and it is difficult to fully cover the relevant contents in one chapter of the Outline, so it is no longer necessary to set up an independent chapter for supporting energy storage projects, and delete the inspection content of "independent energy storage facilities project" in the original Outline. According to the relevant laws, regulations and standards of energy storage engineering, the quality supervision organization can carry out supervision and inspection in combination with the inspection contents of the "booster station project".

(6) In order to make the Outline more operable and applicable, the relevant inspection contents of the collector line project originally distributed in the "photovoltaic power generation unit" and "booster station project" are unified and integrated into the "collector line project". The inspection contents of key processes and important parts during the construction and commissioning of the electrical system are optimized.

(7) Considering the relatively short construction period of photovoltaic power generation construction projects and the experience of quality supervision and inspection in recent years, the stage of "supervision and inspection of foundation treatment" and "supervision and inspection before installation of photovoltaic panels" of photovoltaic power generation units is merged into the stage of "supervision and inspection before installation of photovoltaic brackets"; The stage of "supervision and inspection before delivery and use of construction works" and "supervision and inspection before power receiving of booster station" are merged into the stage of "supervision and inspection before power receiving of booster station"; The stage of "supervision and inspection before construction of main structure" of the booster station project is changed to the stage of "supervision and inspection before decoration of main structure", which is required to be carried out before the construction of main structures in the station is completed and the construction of main structures of main (or main control) buildings is completed without decoration and concealment.

(8) In order to grasp the overall situation of grid-connected projects, according to the characteristics of photovoltaic power generation projects put into operation in batches, it is clear that the first and last batches of photovoltaic power generation units must be supervised and inspected before starting. The supervision and inspection arrangement before the start-up of other batches of photovoltaic power generation units can be specified by the quality supervision organization of power construction projects (hereinafter referred to as the quality supervision organization) in the project supervision and inspection plan according to the construction scale and technical conditions of the project.

(9) In view of the progress of equipment manufacturing technology, some construction projects in photovoltaic power generation construction projects have been replaced by prefabricated cabin projects, and the inspection content of prefabricated cabin projects has been added to the chapter of entity quality in the stage of "supervision and inspection before power receiving of booster station".

(10) Considering that the actual construction of different power projects is not the same, it is not appropriate to use a unified key inspection items for testing and testing, and the key inspection items for testing and testing at all stages are no longer specified in the quality supervision and testing section, which shall be determined by the quality supervision organization according to the actual situation of the project.
