High-quality development is an important measure to speed up the construction of a strong transportation country and a modern comprehensive transportation system, as well as an inherent requirement to serve the construction of a new development pattern and a socialist modern country in an all-round way. In recent years, the Ministry of Transport, in conjunction with relevant departments, local people's governments and relevant railway, port and shipping enterprises, has thoroughly implemented the spirit of General Secretary Xi Jinping's important instructions and conscientiously implemented the decis ion-making and deployment of the Party Central Committee and the State Council. In accordance with the requirements of the Outline for the Construction of a Strong Transport Country, the Outline for the National Comprehensive Three-dimensional Transport Network Planning, the 14th Five-Year Plan for the Development of Modern Comprehensive Transport System and the Work Programme for Promoting the Development of Multimodal Transport, Optimizing and Adjusting the Transport Structure (2021-2025), we will further accelerate the development of containers and bulk goods in coastal and inland ports. First, the overall requirements

2. Main tasks

(1) Strengthen the integration and improve the level of facilities connectivity.

Railway container and bulk cargo handling stations will be laid out as a whole, railway trackless stations will be developed, and the inland supply market will be expanded. We will accelerate the development of international container rail-water intermodal transport and further promote the development of China-Europe trains, transit transport trains and new land-sea corridors in the western region with major ports as nodes. Give full play to the role of "West-to-East Coal Transport" and "North-to-South Coal Transport" as the main intermodal transport channel, promote the automation, specialization and green development of intermodal transport equipment, and further enhance the service and support capacity of coal, iron and water intermodal transport.

6. Tap the potential of intermodal railway freight transport, coordinate the transport demand of high-speed rail and ordinary speed trains, passenger cars and freight cars, coordinate the transport capacity of national railways and local railways, further simplify the procedures for the return of railway containers, and enhance the facilitation level of direct railway transport with different property rights. Deeply carry out the management of overweight container transportation in port domestic trade, strengthen the linkage among port, shipping and railway enterprises, prohibit overweight containers from entering and leaving ports, loading and unloading cars, and promote the safe development of rail-water intermodal transport.

(3) Strengthen innovation and development and improve the efficiency of intermodal transport services.

We will promote the opening and exchange of information on customs, maritime affairs, railways, ports and shipping, explore real-time access to information on railway plans, arrival and departure times, cargo handling, ship arrival and departure, and realize real-time access to information on vehicles, ships, containers and cargo. We will support the interconnection of rail-water intermodal transport information systems and encourage the development of third-party supply chain full-link data interconnection and sharing services. 3. Safeguard measures

16. Local transportation authorities should strive for greater attention and policy support from local people's governments for the development of rail-water intermodal transport, actively apply for budgetary funds and special funds, and include the construction of railway collection and distribution projects, the development of container rail-water intermodal transport, and the structural adjustment of green collection and distribution of bulk cargo ports in their annual priorities. Vigorously promote "public transit railway" and "public transit water", and promote the adjustment of transport structure.
